The Charleston JWm-s- thinks, that; there is no likelihood of obtaining an' amendment of Che State Constitution,] so to require of voters an educational or property qualification, but believes it ! to be practicable to adopt the principle of j minority representation, which has been engrafted upon the Republican Constitution of Illinois, and lias been carried into operation under Democratic auspices in Pennsylvania. It adoption will; secure to the 60,000 white voters of the State, a representation in proportion to their voting strength, and furnish a needed check upon an irresponsible! majority. It has received the approval j of the most tnougnuui suuesmcn, en the loading Republican paper, and of! the most prominent members of the! Radical party. "The plan, says the Ncivs, isa.? simple as the alphabet. Whefe, as in Illinois' cumulative voting, as it is called, is a feature of the public law, each voter at all elections is entitled to as many votes as there are persons to be voted for. j These votes the voter may divide among t the candidates, or cast theui ali for any! one candidate. Take Charleston Coun-i tv, as an exanfple of the operation of j this cumulative voting in .South Caroli-1 na. There are eighteen members ofj tlie House of Representatives to be; elected, and there are 12,WO Radical! voters and 8000 Conservative voters. It is evident that the Conservatives by casting their votes, 144,000 in number,! for sci'C'i candidates would give those' n niiimrft.v JYlld would elect them, while the Radical voters, by con- j eentrating their vole upon eleven can-! dictates, could, in the same way, elect | those eleven, Roth Conservatives ami Radical* would be represented in the General Assembly in the ratio of 12,000 to8000.
