The.erownlng infamy of the last Gen*
eral Assembly was the euactment of the
(Jen eral Election Law?a measure framed
with a view to strifle the voice of the
people of South Carolina whenever that
t'oice might be adverse to the, clique
which represented the Radical party of
Lhe State. After the election of last fall
the law was denounced even by aome of
these very partisans who had profited by
ts iniquitous provisions; and we -are
;lad to pee that the Committee on Prft&*
egesand elections have at last reported
favorably upon a bill so to amendHhe ex*
sting law as at least to remove some of
ts most unjustand odious features. The

Commissioners of Election in each county,
and of the three Managere Of Election
at each precinct, one at least shall
ye from each political party that each
ballot -box shall .be publicly opened and
nspected, to see it isempty and secure
ind then locked just. before the opening
>f the poll, and tne keys retained by the s
nanagers, and shall not/ be opened da- f
rinir the election: that at theclose of the
election the managers and .clerks shall
Immediately proceed to ?ount the baUots

poll list, is to be delivered within three
lays to the Commissioners of Election;
:kat the commissioners shall then proceed
publicly to canvass the* returns of
the Managers of Election, andfrom said

tnissionera, transmit the same to the
Board of State Commissioners, together
with any and all papers relating to the

The committee, in reporting these
amendments to the* Senate, take occasion
to commend them "asmoetjBalutary,
just and wise. They secure to all
citizens and voters an opportunity to
know that their own ballots are received
and counted as they desire them to be."
And, unless the General Assembly la
resolved to trample upon the people's
rights, and set at defiance eveiy consideration
of public justice land legislative
decency, the amendments will be

correspondent of the YorkvilleJhmrfrer
writes as follows, under date of Kock
Hill, February 20: >
Last night, about 12 o'clock, a body of
unknown men, variously estimated
from fifty to one huudred; entered the
depot at this place, and abstracted the
greater portion of the arms which had
been taken from the colored militia r>y
order of Gov. Scott, and placed in th*
custody of Mr. Russell,. Agent,of th*
Charlotte. Columbia and Augusta Bai>road.
About seventy-five ions were .
either taken or broken. The broken,
fragments of ma?y were strewed alimgr
the public road for some distance outfof
the village. The entire party wm*>
mounted, and supposed to nave comafrom
abroad. They committed no depredations
either on private property or
persons, and left our village as they
round it, perfectly peaceful and quiet.

supported their movements - About
twenty-five stands of arms, together
with all the accoutrements, are still

looked or could not be carried away by
the party. Bequests liave been sent
