the adoption of the Fifteenth Amendment
by tbe ratification of the Legislatures
of three-fourths of tho State*.

North Carolina, Went Virginia, Massachusetts,
Wisconsin, Uttuino, Louisi.
ana, Michigan, South Carolina, Pennsylvania.
Arkansas, Connecticut, Florida,
Illinois, Indiana, Now York, Now
Hampshire, Nevada, Vermont, Virginia,
Alabama, Missouri, Mississippi,
Ohio, Iowa, Kansns, Minnesota,
Khodo Island, Nebraska and Texas,
in all twenty-oino Stales.
The Legislature of New York has
passed resolutions claiming to withdraw
its ratification, and Georgia has
made an informal ratification ; yet
without counting these, tho required
three-fourths of tho Slates, are secured.

will bo no hesitation, wo think, in endorsing
the advice which he gives to
both racos?to tho blucka "to strive
in every honorablo manner to make
themselves worthy of tno now privilege"?to
tho whites "to withhold
no legal privilege of advancement to
the new citizen." If education and
gonoral intelligence be the conditions
of freedom, the blacks must be Novated.
Tho adoption of the Fifteenth
Amendment introduces no new provision
into tho Southern Btate constitutions.
It had long ago been incorporated,
and was accepted by our
people as a fixed and determined faot.
T^o present Afnendmef|t;puly makes
that general, which boforp waa limit
ed to the State; and universal suffrage
becomos part and parcel of tho State
constitutions everywhere. The off^t
