j r?icu or Cotton.?Noting the fact
that the receipts of cotton had lately
I fallen oft' 15,000 bales in a week, the
I Memphis Avalanche argues that the
'theory that cotton would go up as the

very considerable decrease, much lar:gertliau
is anticipated, might have
this effect; .otherwise as gold must go
down lor the next monli or two, "und
I at the best will net exceed 120 during
ithe season, except from speculative
causes, bad crops, or inflation of the
currency, the first and the last being
very improbable, and the other contingencies
not more than possible," it
follows that the veiy best cotton can
expect "is a steady market at tho'
present." Tho Avalanche sa3*s:
The best authorities estimato the
crop at about 2,750,000 bales. Estimating
that tho result will not vary

Mr. Chairman, Ladie and Gentlemen :
[ will do littlo more than express my
gratification at being present at this
meeting. It would be impossible lor
liny man from 1 lie South to give anything
like an adequate history of tho
-ilato of opinion thai has existed
I here. Hostilities havo continued
from the clay that the armies were
disbanded up to the present time. I
have noticed in the newspapers from
lime to time tragical accounts of assassinations
and wrongs committed
upon the frontier people of this country.
1 have noticed that the philanthropists
have been horror-stricken
at the slaughter of Christians by
Chinamen. 1 have noticed, at the
same time, reports of outrages from
tho Southern States. It is true some
feared to deprecate them ; some feared
to think that these were great
wrongs, tTut there was not that expression
of horror that you find at
tho destruction of Indians on the
frontier. Mr. Chairman, a hundredth
part of tho murders and ansassina
tions of the South have not been re
ported.
I have sometimes felt, Mr. Chairman,-that
if this Government is cvei
plunsred into war ncuin with its own
people, it will bo more honorable and
creditable to her citizens to take the
side of the rebels, and flght againsl
the Government. They have nol
protected our people. Xot a mar
has been punished by the Govern
moot for a single crime that has beer
committed against a citizen of th<
South, although orders have been is
sued and laws have been enacted foi
that purpose, A white jury cannot
be go*; to convict one of these villains
but they can convict a colored man
on mero supposition. Yon seo Yergci
goes back and delivers himself up
for ho knows as certain as the sun
wiu aniiu) to-morrow, that ho will
escape punishment, Mr. Chairman,
I foel earnestly on this subject. J
feel that if this Government does not
intend to protect the loyal citizens ol
that part ol' the country, it is time
that the week-kuecd men in Congress,
who feel that they are carrying legis.
lation a little too far, should make np
their minds to recognize the Southern
Confederacy, and leaco ua to do
Lho best we can for ourselves. As to
Georgia, you give the loyal people
there a-nis, ami thoy will protect
themselves. *
"I say to yon, gentlemen, this evening,
as for South Carolina, no Bepub
lican will ever go to the doors ol
Congress again and knock for admission
with u majority against him
becauso bis friends have been prohibited
by intimidation and murder
Prom voting. Unlesp thi? thing stops
Liore I toll you that the next class oi
men that come hero will bo tho rebel
jlemont of that country asking foi
^rotoetion. Wo have stood upon tin
picket line for four years. I epeni
;our years in the army, and I neve[bit
greater danger on tho picket lin?
i,lian I did during tho campaign o
L.868. Mr, Chairman, I say let Georgia
