forthwith into the election of Lieutenant
Governor.
The following bills, from the Senate, which
had received twir readings io each House,
were read the thitd time, passed, their titles
changed to "Acts," and returned :
A bill to amend an Act, to lend the credit
of the State to any loans which may be made
by the Louisville, Cincinnati, and Charleston
Rail itoad Company.
A bill to establish , the Santee Bridge
Company; the House disagreed to amend
ments of the Senate to this bill, limiting the
rehn of the charter to 35 years, and requiring
that the draw of the bridge shall be 50 feet,
p ? A bill to incorporate the Bivmgsville Cotton
Manufacturing Company.
A bill to authorize ' the South Western
Rail Road Bank to establish branches and
agencies in this State.
A bill to amend an act for rebuilding the
city of Charleston.
A bill to define the terms on Which the
State will aid in the construction of Turnpike
Roads and Canals. The House struck out
the word *4 canals," which had been inserted
by the Senate, and made some other amend
ments.
A bill to authorize a subscription on be
half of the State, to the South Western Rail
Road Bank. After this Bill was passed, the
Speaker declared his disapproval of certain
amendments made by the Senate, and- stated
that if the yeas and nays had been ordered,
be would have voted against the Bill.
I- The Senate returned a message, agreeing
| to go immediately into the election of Lieu- ,
I tenant-Governor, and joined in a ballot fori
that officer; Messrs. J. P. Reed, J. B* Reir*, j
and J. S. Richardson, were appointed on part j
of the House, to count the votes.
Mr. Colcock called up the report of the
committee on Education, on the. reports of
the commissioners of Free Schools, for the
several districts and parishes ; agreed to, and
ordered to the Senate.
On motion of Mr. Burt, the House resolv
ed itself into a committee of the Whole, Mr.
Irby, in the chair, on. the special order of
the day, the report of the committee ou Fed
l eral Relations, on certain resolutions from
the Senate, respecting the controversy be
tween the States of Georgia and Maine. Mr.
Colcock opposed the resolutions, :.nd offer
ed as a substitute, the following Preamble
and Resolutions, which were adopted, after
a debate between Messrs Colcock, Memmin
ger, and Bellinger, in their favor, and against
the original Resolutions, and Messrs Burt.
J. A. Calhoun, and A. W. Thomson, on the
opposite side : ' ^
\Vhereas, this Legislature has learned
with deep concern, that a serious controver
sy has arisen between the States of Georgia
and Maine, in relation to an alleged violation
on the part of the latter, os that important
prevision of the Constitution of the United
States, concerning the apprehension and trial
of " fugitives from justice."
And whereas, the Legislature has receiv*
ed no official information of the facts and
circumstances attending this subject, <yr of
the course which our sister SRate of Georgia,
deems it due to herself and Ahe Constitution
to pursue. "
And whereas, it is the ^plemn duty of
every member of this Confederacy, to pro
tect aod defend the National compact, and
to insist on a rtrid and faithful observance
0 f all ill provisions, by every sovereign par
ty thereto:
Therefore, Resolved, That, with a view to
a full and correct onderstanding of the sab
ject, and the adoption of such measures as
our constitutional obligations may require,
the Governor of this State be requested to
correspond with the Governors o? - Georgia
and Maine, and obtain exact and official in
formation of all the partieoiars (elating to
the alleged4nfraction of tit* Constitution of
1 the United States, by the State Maine,
and all the proceedings consequent thereon,
and to communicate the to this Le
gislature, at the next session.

of the State to secure any loans which may
be made by the Louisville. Cincinnati and
Charleston Rail Road Company, which had,

Collectors for each of the Dis.ricts of An
derson and Pickens, which had been read
three times in the Senate, and twice in the
House, received its third reading, was pass
ed, its title changed to an Act, and returned
to the Senate.
A Bill to authorise the City Council of
Charleston to attach certain free persoos of
color within the corporate limits, to the
City Fire Engines, which had received three
readings in the Senate, anchtwo ia the Hojjse,
was read the third time, its passage opposed
by Messrs. Meraminger and Porcher, and
advocated by Mr. ?Uiott, when the question
was taken, and th? Bill rejected.
Mr. Irby, from die committee of the
whole, on the report of the committee on
Federal Relations, on Resolutions from the
Senate, respecting the controversy between
tW States of Georgia and Maioe, reported
the Preamble arid Resolutions' adopted by
the committee of the whole, as a substitute,
for those from the Senate; and a (Ukr some
discussion between Messrs. DesaiWure, El
more. Frost, Colcock and Memrnioger, as
to the disposition to be made oh the Sen
ate's Resolutions, it was, on motion 6f Mr.
Desaussure, ordered, that a message be sent
to the Senate, asking leave to strike out the
