Resolved*, That the incorporation of the State of Texas into the American Union, as soon as it can be effected on fair and reason able terms, and consistently with a due re gard to obligations of international faith, would eminently conduce to the interests of this confederacy. Salmond, commissioners to represent the interest of the State in the Rail Road Com pany, in place of D. L. Wardlaw, T. Ben nett and John Chesnut, who declined serving. Agreed to, and ordered to the Senate. Mr. COLCOCK, from the committee on education, reported a bill to appoint a com mission to prepare a system of elementary and popular education. Mr. J. D. ALLEN, pursuant to notice, introduced a bill to confer certain judicial powers on the Intendant and Wardens of the town of Aiken, and to appoint a Justice of the quorum, with power to try all cases of contract as high as dollars, and for other purposes. Read first time, and ordered for second reading on Monday. A message from the Senate was received, accepting the invitation of the House to at tend in the Representatives Hall, at 12 o'clock to-day, and hear the address of Gen. Hayne, the President of the Rail Road Company : Also, proposing to go, on Monday, at 12 o'clock, into the election of State Reporter: concurred in. Mr. DAVIE introduced certain resolu tions in relation to the internal improvement system, which were referred to the commit tee on internal improvements, and ordered to be printed. Mr. R. G. MILLS introduced a resolu tion inviting to seats on the floor, Gen. Glas cock, a member of Congress from Georgia, and such other members of Congress as may be present. Mr. ELMORE called up the special order of the day, the bill to lend the credit of the State to secure any loans to be made by the Louisville, Cincinnati and Charleston Rail Road Company ; and the Senate attended in the Representative Chamber, while General Hayne, the President of the Company, de livered an address on the subject of the bill. At the conclusion of Gen. Hayne's ad dress, On motion of Mr. ELMORE, it was Re solved, that Gen. R. Y. Hayne, President of the Louisville, Cincinnati and Charleston Rail Road Company, be requested to furnish the Legislature with a copy of his address, giving an exposition of the affairs of said company, delivered this day, before both branches of the Legislature, and that 1000 copies be published. Adjourned. Monday", Dec. 18, 1837. HOUSE OF REPRESENTATIVES. The House met pursuant to adjournment. The Clerk having called the roll, and read the journal of Saturday, On motion of Mr. McLAUCHLIN, a message was ordered to the Senate, propos ing to go into the election of Superintendent of public works, immediately after that of State Reporter. Reports were submitted, and ordered for consideration to-morrow : By Mr. MEANS, from the committee on incorporations, on bills to incorporate the Governor's Guards, and the Town of Mount Pleasant; also, on the petition of the Nesbitt Manufacturing Company : By Mr. DAVIE, from the committee of ways and means, on reports of the committee of finance, of the Senate, on the petitions of B. H. Brown, and of the Commissioners of the poor fund for Georgetown : By Mr. SEYMOUR, from the committee on claims, on the petition of Dr. J. E. Fin ley. The following bills and reports were taken up,' and laid on the table, A bill from the Senate, to vest in Wm. Abney and Sally Gunnells, the right to cer tain escheated property. Reports from the committee on internal improvements, of the Senate, oti the petitions from Kershaw, to improve the navigation of Wateree river; from Williamsburgh and Wiuyaw ; and for an appropriation to clear out Pedee river. Mr. MILLS, from the committee of free conference, on the account of J. T. Seibels, made a report, which was laid on the table ; and that from the Senate, on the same subject, concurred in. The following papers were returned by the Senate, with their concurrence : Report of the committee on education, on the memorial of B. R. Carroll. Resolutions granting leave of absence from the State, to J. D. Edwards, Solicitor, and appointing commissioners to represent the stock of the State in the Rail Road Com pany. The report of the medical committee, on the account of Dr. W. S. Rowe. The bill to lend the credit of the State, to secure any loans to be made by the Louis ville, Cincinnati and Charleston Rail Road Company, which had received two readings in each House, was taken up and laid on the table. The report of the committee on internal improvements, on the memorial of Robert Mills, was laid on the table ; and that of the Senate, on the same subject, concurred in. Mr. YEADON moved to take up a bill respecting the main guard house, in the city of Charleston ? motion refused. Mr. YEADON moved to take up the sev eral bills among the general orders, before the reports ? agreed to. A bill to authorize the United States to purchase a certain quantity of land in Beau fort district, for the erection of Light Houses, Vas taken up and laid on the table. A bill to secure to mechanics and others a lien on real estate, was taken up for a second reading ? Mr. Myers moved to postpone the bill to the 1st day of January next ? Messrs. Myers, B. F. Perry "and A. W. Thomson spoke in favor of, and Mr. Memminger, Mr. Phillips and Mr. Yeadon against the mo tion ; when the question was taken, and the bill ordered to be postponed. Mr. Memmin ger called for the yeas and nays, which were I ordered, but the call was subsequently with drawn. On motion of ? MV* DA WE, the general orders were suspended while he submitted a report from the committee oi'Vaysand means, on a bill to alter and amend the charter of the Bank of Hamburg. The report was con sidered, and the bill read a second time and laid on the table. The House refused to take up a bill to take away the benefit of clergy for some kinds of manslaughter. A bill to secure the faithful keeping of the judicial records of the State, was taken up and laid on the table. A bill to reorganize the College of Charles ton, was read a second time and ordered to be returned to the Senate. On motion of Mr. PHILLIPS, the gen eral orders were suspended, and he submitted a report from the committee on colored population, on a bill to punish the abduction of free persons of color, recommending that the bill be amended by striking out the sec ond section. The report was considered ? the amendment proposed by the committee not agreed to, and the bill read a second time and ordered to the Senate. On Mr. RHETT's motion, the House took up the bill to authorize the United States to purchase a certain quantity of land in Beau fort district, for lighthouses. Bill read a sec ond time ? some amendments made, and or dered to the Senate. The Senate returned a message of concur rence in relation to the election of Superin tendent of Public Works, also in the reso lution increasing the salary of that officer. The general orders were suspended while the following reports were made: By Mr. MYERS, from the committee on internal improvements, on a bill to alter and amend the law in relation to fish sluices on Wateree and Catawba rivers, and for other purposes. The House considered the report, readthe bill a second time, and ordered that it be sent to the Senate. The Senate attended and joined in a ballot for State Reporter; Mr. Moffatt, Mr. R. G. Mills, and Mr. Henderson, were appointed to count the votes ; also, for Superintend-, ent of Public Works: the committee to count the votes, Mr. Desaussure, Mr. A. W. Thomson, and Mr. Memminger. Mr. PETIGRU, on the part of the Judi ciary committee, to which was referred a bill concerning the Clerks of Courts, the Sheriff's, the Ordinaries, and their respective offices, from the Senate,, reported the same without amendment. Mr. Myers moved the postponement of the bill to 2d January next, Mr. B. F. Perry, Mr. Boyce, and Mr. Rhett, opposed the motion, which was decided in the negative. The bill was then read a second time, certain amendments were agreed to, the title changed to "A Bill concerning the district officers and their offices," and re turned to the Senate. Mr. PETIGRU, from the same committee, submitted a report on a bill to extend the limits of the prisons in this State, recom mending the rejection of the bill. Mr. Yeadon moved to disagree to the report. Mr. Myers, that the consideration of the subject be postponed to 1st January next. Mr. Memminger, Mr. A. W. The bill was consequently postponed. Mr. PE TIG RU, from the same committee, reported on a bill to confer on the Town Council of Aiken, certain judicial powers and for other purposes. Mr. B. F. Perry, moved to postpone the further consideration of the subject to 1st January next, which motion prevailed after a few remarks by Mr Perry for, and Mr. J. D. Allen, against post poning. On motion ofMr. RHETT, the special or der of the day, the resolutions in relation to the annexation of Texas, were taken up, and the House having been briefly addressed by Mr. Harllee in favor of their passage, and by Mr. J. D. Allen on the opposite side, the vote on the several resolutions was on motion of Mr. Yeadon taken separately, and they were adopted and ordered to the Senate. Mr. DESAUSSURE, from the committee to count votes for Superintendent of Public Works, reported the election of R. G. Mills. Mr. MOFFETT, on part of the commit tee appointed to count the votes for State Re porter, reported that C. W. Dudley was duly elected. By Mr. JONES, from the military com mittee, on a copy release concerning the Arsenal at Abbeville; also, the petition of Wm M'Creight ; also, resolutions concerning the arms in the magazines, and directing the Adjutant General to compile certain re ports. Mr. COLCOCK moved to print ? docu ment which accompanied the Governor's Message ? agreed to. The general orders were resumed. A bill to permit aliens to hold real estate in the town of Hamburg, was taken up for a second reading. On this bill a discussion of considerable length took place. Mr. B. F. Perry moved to postpone it to 1st of January next ? motion not carried. Messrs. Petignu A. W. Thomson, Davie and Yeadon, advoca ted the passage of the bill ? Messrs B. F. Perry, Rhett and Memminger opposed it. Several amendments were offered, and some agreed to, after which the question on sending it to the Senate was taken, and decided in the negative, and the bill consequently re jected. . A bill to establish the Southern Steam Packet Company, from the Senate, was taken up. Mr. Boyce expressed some objections to the form of the bill, and it was on motion of Mr. Memminger, laid on the table. A bill to preveut colored persons from tra ding in firewood. ? Mr. Petigru moved to postpone it to the 1st of January. A few re5 marks having been made by Mr. Petigru in favor of, and Mr. Frost against tie motion, the bill was postponed. A message was received from the Gover nor, containing the contingent accounts of the executive department, and the military contingent account. On motion of Mr. Elmore they were referred to a joint commit tee, and a message to the Senate ordered, informing them that Mr. McDowell, Mr. Jones and Mr. Phillips, were appointed on part of the House. The following bills reeeived a second read ing, and were ordered to thte Senate. A bill to amend an Act to incorporate the Town of Hamburg: A bill to renew the charter of the Charles ton Fire and Marine Insurance Company : A bill to amend the charter of the Union Insurance Company : A bill to define the powers of the Town Council of Columbia. The bill respecting the main guard house in the city of Charleston : Mr. J. D. Allen, moved to postpone this bill to 1st January next: Mr. Porcher and Mr. Wilson spoke in favor of, and Mr. Yeadon and Mr. Ed wards against postponing, and the question beiKg put to the House, was negatived, and the bill ordered to the Senate, the report accompanying it being disagieed to. In connection with the last subject, Mr. EDWARDS introduced the following reso lution, which was agreed to, and ordered to the Senate, after a few words from Mr. Ed waidsand Mr. Memminger in its favor, and Mr. Bull, Mr. Porcher and Mr. Wilson in opposition. Resolved , That all the public buildings in Charleston, belonging to the State, except the Citadel, shall be under the charge of the board of commissioners of public buildings for the same district, to the same exteqfcand in like manner, as Court Houses and Jails, under the Act of Assembly of 1827. The House1 took a recess till 6 o'clock , P. M. A bill to amend the law in relation to the fraudulent packing of Cotton, was taken up, and on agreeing to send it to the Senate, the House decided in the negative ? so the bill was rejected. The following bills were read a second time, and ordered to be returned to the Senate : A bill to establish the Southern Steam Packet Company, and a bill to appoint a commission to prepare a system of elementary and popular education.
