THE Richland Volunteer Rifle Company will meet at their usual parade ground, at 10 o'clock, on Saturday, the 16th of December, 1837, armed and ec^i^ed for inspection and drill. By order of Capt T. E. BAKER, 0. S. N. B. Every member must come prepared to settle his semi-annual dues, for the pay roll will be made out regular. Those members who have not received Caps, had better cail before the day of parade, for then I cannot attend to giving them out ; and it is expected, that whenever a member leaves the Company, lie will return his Cap in good order to the Orderly Sergeant. \ All those new members who have not received their arms, will cail on me for them. THE exercises of this Institution will be resumed on the second Monday in January next; still under the direction of Mr. and Mrs. Herbert, assisted by Miss Boyd, whose competency has been tested by an experience of two years. The Trustees are also pleased to announce, that they sent on to Philadelphia, and have succeeded in pro curing Miss H. M. Chambers, to take charge of the Musical Department; a young lady whose success in teaching vocal and instrumental Music, has been amply tested both in that city and elsewhere. TO the Jail of Richland District, as a runaway, a negro man who calls his name Richard, and says he belongs to Thomas Waring, of Charleston, S C. Richard is about 24 years of age, of a light cast complexion, about five feet five or six inches high, his upper front teeth a little fractured, thin visage, no other marks visible. THE exercises of this Institution will commence on the first.Monday of January 1838, under the superintendance of Mr. George Sheldon, whom the Trustees have elected as its Principal, a gentleman who possesses every necessary qualification to fill the station, and under whose auspicies there is every prospect that the Academy will be both flourishing and permanent. Students will be instructed in all the branches that pertain to a liberal education* and prepared for any class in the South Carolina College or any similar institution In addition to the above, the French Language will also be taught. Alston presented the memorial of the commissioners of Free Schools for All Saints Parish ? referred to the commit tee on Schools. Reports were submitted and ordered to be considered to-morrow. By Mr. GREGG, from the committee on the judiciary, on'tte petition from sundry citizens pi Lancaster and Chesterfield; pn a the Judges; on a till to authorize the City Council of Charleston to close Fort Street and a part of Church Street; and on a bill to amend the law in relation to the harbor ing of deserted seamen. On motion of Mr. BENNETT, Resolved, That a committee be appointed to wait on the Governor, and request him to transmit to the Senate, copies of the several documents re ferred to in his Message No. 2. Messrs. Bennett, Wilson and Littlejohn were ap pointed the committee. Mr. DUGAN called up the report of the committee on Internal Improvements, on a Resolution relatinjg to the office of Superin tendant of Public Works; also, the Report of the Superintendant, on a resolution re specting Vance's Swamp; Mr. DeTREVILLE called up the reso lution to increase the salary of Superintend ant of Public Works. All laid on the table. The following Reports were concurred in, and ordered to be returned to the House of Representatives. The Report of the committee on Claims, on the petition of the Town Council of Beaufort, and the accounts of Sam'l. Weir and W. W. Purse : - The Report of the committee on Accounts, on the account of T. J. Gantt. The following Reports were agreed to and ordered to the. House for concurrence : From the committee on Schools, on the petition of B. R. Carroll : From the committee on claims, on the pe tition of J. E. Grist : From the committee on public buildings, on the presentment of the Grand Jury, and petition of citizens of Darlington, in relation to a new jail. A bill to alter and amend the charter of the Bank of Hamburg, South Carolina, re ceived a second reading, and was ordered to be sent to the House. The following reports were laid on the ta ble : From the committee on internal- improve ments, on the petition of sundry citizens of Beaufort, for the opening of Saltketcher river ; on a petition for an appropriation to clear out Pedee river ; on those of Robert Mills ; sundry citizens of Kershaw, for im proving the navigation of Wateree river, and citizens of Williamsburgh and Winyaw. From the committee on claims, on the report of the same committee, in the House, on the petition of N.Hudson, and on the ac count of S. Weir, for extra printing. Thomson in favor of the Resolutions reported by Uie committee, and against Mr. Memminger s proposed amendments; Mr. Desaussure for the original resolutions, except the lust; Mr. J W Toomer in favor of the amendments offered by Mr. Irby. Mr. B. F. Perry pro posed as a substitute for Mr. Irby * amend ments to the first resolution, that the follow ing words be added to that resolution--"ex cept it be in the receipt of its dues, in the notes of Banks which are convertible into specie," which substitute was accepted bv Mr. Irby. Mr. Perry made a short speech in favor of the two last resolutions of the committee, and the first, if his amendment should be adopted; he was succeeded by Mr. Petigru and Mr. Myers for, and Mr. Davie and Mr. Rhett against the amendment. The second Resolution was adopted with out a dissenting voice, and it was ordered that the word "unanimously" be inserted after "Resolved." The resolution referred to the committee of ways and means is in the following words : " Resolved, that it is not intended hereby to reflect any discredit upon the banks of this State, of wiiose sound condition this legis lature is fully satisfied."
