defray tfio expenses incident to their conviction, and ^
their sapport during their confinement, as well us j|.

They would also respectfully call the attention of
the Legislature to the enormous expenditures cuti- {

We consider this expenditure a* extravagant and
unwise, and would recommend tlmt u be curtailed 1
as much as is eoiisietent with the prosecution of the
work according to the original design. .

that it is a poor building and insufficient for |
the purjsecs of u jail, and without specifying de- ' ^

that the commissioners of public buildings have |
such repairs and alterations made to it as will make ?!
it more secure.
The Grand Jury would further respectfully eat!

the d<> gn hud in view in iu organisation by

themselves utterly incapable of governing the stu* ^

tin* Trusties should have rep'nerd them in their J

out. They would recommend, therefore, that nntil ^

The greatest expansion urns en the 2d aOitf, when

lite contruction ought to havo erased. The object
was to atnp the export of rpeeic. That had bo n

Can any mortal man give mo a reason or apology
why contraction should oontiaue a day after this

glee the screw another turn.
Thie produced an intense and unexpected pressure,
for it was the New York understanding that
Mr. Biddte should not again press them without
some show of necessity. This pressure he contiaued
until the adjournment *.f Congress in July,
when he gave up the chase, and soon alter extendud
tho loans ot tlx bank from 47 to G3 mHlruns.
There was nothing in that pn ssure to be compared
in severity to the present. It was wholly
owing to the unprincipled action of Mr, Biddle.
' Tho pressure of 18S7 was wholly unlike the
present. Danny n period M great overtrade, a few
l?ndoii houses imprudently orc*cd nu American
debt of fifty or st*y millions of dollars, by giving
out their acceptances, to be met by other equally
fictitious bills as they felt due These lioases fell
into discredit, and Informed their correspondents in
America that the whole debt inn* be liquidated at
mice, or they must become bankrupt. This was in
March, when no remittances could be made except
in specie, which the banks were called upon to furnish.
Tbe New York banks went en for something
over a month, when they found it impuneible to continue.
They then suspended, atid with them the
whole country. There Is nothing like it now, as
there is uo foreign demand for specie.
The question now aewee, what is the remedyt
what is to be done! Nothing can he plainer. Tho
New York banks must retrace their steps, nud
speedily, or it will be too late. They should at <?noe
increase the circulating medium by expanding their
discounts some tenor fifteen millions of dollars. No
other oourso will set tbe winds in motion.
