Investigation cannot much longer be stiffed by a
plea that tltise are private business houses, and it
w? uld infringe private rights to make public the
names of debtors. The fact that the supremo power
of the peoj lc must grant charters, gives them a
public oharacter of which this pica cannot divest

they need fear no investigation; if otherwise,
the sooner it is known the better for the community
