Fraudulent State Bonds*
We habere there la a unlrarsal determine
tion of all honaat men, of all partita in tbe
Rtato, nevor to pay any debt of the 8tate
fraudulently incurred or superinduced to
serve tbe purpose of plundering ring*. Much
is eaid in ail tbe papers of tha 8tato on the
new rumors of fraudnlsnt bonds and as to tbe
course to be pursued, but alt seem, to come to
tbe same conclusion.
Bbvbrlt Nash, tbe colored Senator for
Riehland, is reported to hare said a very sensible
thing in Columbia, lately, from wbiob tbe
distinguished white Stalesmso of tbe land
might learn wisdom. Nash said it would be
better for tbe State to hare o crttlit at Mr* I
Hum, and so say ws. It is a pity that any
bond of tbe State could h e issued and
sold for one mill on the hundred dollars. State
crodit, since tbe war, even tbe littlo it bat had,
has been State ruin. Heaven forbid that the
State credit for new issues of bonds should he
kept up. We are pleased to see that the eyes
of the world arc being opened as to tba character
and manazetnunt of South Carolina
finance*. He wbo buy* ber bund* now issuing,
even from tbeir low prios, knows be, is
risking bis money snd merely gambling on
tbe chances. There is less obligation on the
people of lb* 8tats to pay such pubiio debts
than there la on a man to pay an agent's
gambling debts.
Things in ths Lower Fart of tbo County.
Dr. David R. Anderson, who resides 19
miles below, has recently erected a fine re?idence,
costing $2,600 or $3,000?this includes
all of the out building*, which aro entirely 1
new. Tho bouse is two stories high, of recent
style of structure, and handsomely paiuted.? ]
This is tbe plantation known as the old Stokes

Mr. David M. Pkdrn is now erecting a two

a new one. Mr. O. occupies tbe property
known as tbo " Cook place."

Meters. Hammktt and Clink, who are using
the Council force with effectiveness. A bud
piece in Rbett Street is being thoroughly and
substantially fixed, by Warden Clink, for
which be will no doubt receive the thanks especially
of the near residents, as it is .n ugly
place. Warden If a mm kit is overhauling a
long line of Augusta Street, and seems determined
to put it in first rate condition. These
Wardens are practical gentlemen, and will
benefit and improve the Wards tbey represent
in tho City Council. No part of the City needed
attention more than that portion of tho
place to which we bare alluded, and we trust
the work will continue to go bravely on.

Death of the leilow Fever.
There having been a black frost in
Charleston, occurring on tha 17th, there is
now no danger ft out tiiat dreaded diaeaae
in that oily. The Canrier, of last Thtirsgives
the annexed pleaeing picture of
our metropolis:
" The streets yesterday, and the hotels in
the evening, were as lively as they could
be under circumstances, and in marked
contrast to what they were nionthe ago.?
The absentees are coming In fry scores,
and tha arrivals incieasing daily, every
train and steamboat biinging fresh accessions.
If they continue at their present
rat-r, they will be heavy liefors the week
ends. Our city is putting on its wonted ap
pearance, and the dreadful dullness which
held it in its ' leach ' this 'long aummer
liter ugli,' Ims been super ceded by a spirit
that makes one recall the past. 8uch a
scene as was witnessed in our streets yesterday
imparted a glow to I lie mercantile
heart In particular, and the popular one in
geroral. The jobbers, having put their
commercial houses in order long ago, ?re
now ready for any demand that may re
made upon their laige and admirably selected
stocks The retailers are crowding
their windows and s'uw-cases with the
