Whenever there shall not be an Inlendant
and Wardens, or Intendant and Warden,
from any cause whatever, it shall be the

they open the poll* for said election, take
an oath, fairly and impartially, to conduct

removal or otherwise, or in case of a

Warden, (as the case may l e.) or the Clerk
of the Court of Abbeville County, if 'here

of establishing an Encampment, which is
the highest lodge of Odd Fellowship. Ha

Having business In Augusta, wa aalectcd the
tint* of visit when there waa the moat likelihood
thore would be matter* of interest transpiring
here, and when tbo city would bo most
interesting.
In passing through Columbia, on Wednesday
15th Inst., we stepped in to soo the Tax-Payers
Convention, then In session, and attended
the evening meeting, which assembled at 8
o'clock. Wa barely took a glance at the convention,
remaining but a few minutes, the sudden
chaDge of the weather to a stiff chilliness
having given us a severe head ache. Judge
W. D. Porter, of Charleston, was occupying
the chair as president, and did so in a very
dignified manner. Speeches were made by
lion. Gabriel Cannon of 8pnrtanburg, ex-Senator
J?mes Cbesnut of Kershaw, Qen. M.
W. Oary of Edgefield, and others, who were
listened to with much Interest. Their remarks
were forcible aud to tho point, each Of
them expressing a deprecation that tho mooting
then assembled should be anything but
that of a convention of tax-payers, raising or
discussing no political issues, but to remonstrate
against tbe oppressive and burdensome
taxes imposed upon the people, which are
orushing the vitality out of tho State. Tbis
convocation will result iu great good, and will
lead to the staying and partial rectification of
some of our grievances, at least; the delegates,
many of them, being composed of our best intellect
and high moral character and property,
holders, and have met together a* cllixcns and
taxpayers (or tbo purpose of ferreting out and
exposing the frauds ? J perpetrated
by (hose who now occupy the publio offices of
the State; and respectfully suggest to those
in authority some plan ior mitigating and
lightening tba burdens now staggering those
who support the government of the State.
We were pleased to see that John L. Westmoreland,
Esq., was representing Greenville
County in the Convention.
Taking tbo 2.28 A. M. train, we arrivod in
this ancient city at balr-past seven o'olock.?
Leaving the cars, wo wulkcd up to the hotel,
passing through streets that are shaded by
numerous large and stately oaks, whose
foliage borders the msny beautiful gardens
of shrubbery that adorn the walks, and
which afford shade to pedestrians, especially,
and suggesting a coolness that to the
view alone is refreshing.

Learning that the Editorial Convention of
the Georgia l'ress was in session here, we repaired
to the City Hall where its deliberations
were being hold, knowing there would be pleasure
in viewing so respectable n body of gentlemen.
Upon entering the building, we found
the body not tbon silling, but waiting for the
arrival of a necessary quorum, the time appointed
at a previous adjournment being at
half-past nine o'clock. Soino fifteen or sixseen
members were assembled, including the
President, Col. J. II. Christy, of the Athens
Watchman. This gentleman received us cordially,
and extended a wclcomo to tho South
Carolina Press. Col. Christy is a fine, handsome
looking and portly gentleman, whose
suavity of address and courteous demeanor
towards those who come in contact with him,
as fixes tbc admiration anil applause of all.?
lie was in 18(17 elected to Congress from his
Congressional District, tut never having had
bis disabil tics removed, nor able to swallow
the test oath, was debarred the honors conferred
upon him by bis fctlow-citiieu*. Although
not in the National Legislature, yet he
is not idle or any less useful ; a Democrat of
the first water, ho wields a trenchant pen in
cause of that liinc-houored party. His paper
has considerable influence in upper Georgia,
and wo trust will long exist to spread tho truth.
The convention could not have selected a more
dignified member to prcsido over its deliberations.

While on the eart, the tecne was one of continual
merriment and jocular repartee, engaged
in by every one, and for overflow of
good feeling and hilarious amusement, we

resolved to fill tbe mill to ita utmoat capacity
?9,800 aplndlea and .100 looma?and for tbat
pnrpoao iocrtaacd the capital f100,000, making
tbe wdrking capital $400,000. The mill
i? now working 100 loom*, and will bare tbe
remainder in oporation at an early day. The
officers are, W. C. Sibley, Esq., President;
and M. 8. Foster, Superintendent.
Tbo convention spent between an hour and
a half and two hours in watching and exatnining
tbo working of tbo machinery, in which
all were much Interested. The rooms?two
were visited?wore one hundred and six feet
wide by 224 feet long. To follow tbo raw cot'
ton through its varied course to whore it was

Loom, running at a speed of one hundred and
fifty picks per minute, producing 4-4 sheeting
and seven-eighth shirting. The number of
I hands employed must he between two and

| and childron, whose bnppy faces greeted the
| visitors with an oxprossion of satisfaction and
contentment. Tbs wages paid varied from fifty
cents to four dollars par day, depending
upon tho amount of labor performod and the

to repair to the office, where a substantial

Ilath Paper Malt* are an old concern, and
turn out very superior paper of the different
qualities?Ilook, New*, Wrapping, etc., and
wo bopa its worthy President may live long to
conduct them. The company is a wealthy
one ; there arc 3000 acres of land attached to
the Mills premise*.
The party returned to Aagustn, pleased and
delighted, well satisfied with tho kindness and
hospitality of Messrs. Sibley and Craig.

lake up a great deal of space. Of the truits,
there weae oranges, apples, plums, pears, all
ripe, and cabbages, turnips, beets, squashes,
etc., etc., all of which were raised in and con.

number of gentlemen, attended,being inform
cd that the beauty, style and polish ot Augusta
could be there seen in miniature. The strangers
present were not disappointed in their
expectations, although the number of ladies
in attendance was not full, owing to tho rain.
The fair ones present wore not only beautiful,
but royul iu appearance, and their fine dresses
were gotten up seemingly regardless of cxpenso;
