1. Tho Treasury Office of this
State is subject to an annnal ex
ainination, or investigation, by a
joint committee, applnted by the
Geneiol Assembly. J?ftcloted are
the reports of the several commit
tees appointed by law to perform
that duly since-1 have been Trens
urer, to which I invito tho atten
tion of the public.
2. I shrink from no duly authorized
investigation of all the transactions
of iny office, nor never
have.
8. Tho law clearly dodoes the
manner of safe keeping and dis
burseinent ot the public funds
which cmne into my hands, and it
has boon faithfully complied with
in all cases. Not a dollar has ever
been received in this office but
what has been and can be duly
and properly accounted for; nor
has ono dollar ever been paid out
oi tho. treasury without the np
proval of tho Governor, with his
signature upon the check, as prescribed
by law.
4, Whatcvor discrepancies exist,
if any, in tho published reports of
the Comptroller General, between
the reports of the Treasurer and
the Financial Agent, whetlnr of u
typographical character, or from

time be corrected, and the State
has not and cannot suffer harm.?
If any harm does result to any par
ty, it can only fall upon the officer
who has committed the error, not
upon the State.
5. The State finances are improving.
There was, it is true, a
period of serious decline in the
value of their securities, for which
the Treasui'fer was in no sense rosponsible.
That decline was mainly
attributable to the base attacks
that wcro made upon the administration,
in a fiece political contest,
by the public press That influence?
1 trust, has been at last
overcome. The condition of tho
market value of these securities,
tor tho past ten days, is the best indication
ot it. If tho State iB not
in good credit, it is certainly no
fault of mine.
