I am well aware that it is in a greatsi
degree intended as an endorsement of th<
principles and measures of that great par
ty of which I aas simply the ehosea repre
sentative. The campaign through wbicl
we hare passed has been heated, and ii
some particulars retry bitter and acrimonious
Doubtless many things bare been said by the
advocates ef both parties which bad better hers
been left unsaid. Of one thing the people ol
the State may be assured: to ftr as my course
as a public officer is concerned, tho criminations,
end recriminations of the political contest
are forgotten; and while I shall not fail
in allegiance to the principles of tho party I
represent, as Governor of the 8teta, entrusted
with the execution of its laws, I will know no
party or class, but shall endeavor most earn'
estly to protect and secure the rights and
privileges of all.
The Constitution and laws of our Ststo give
to tho Executive largo powers, and these powers
carry with them corresponding responsibilities.
He would, indeed, be a bold man
wbo, baring occupied the position which it
has been my lot to bold for tho pest two eventful
years, should claim for himself freedom
from mistakes, or even serious errors, in the
administration of the affairs of Govenrnment'
I certainly make no such claim. But I do
claim that the general scope and aim of my
administration has been good ; and that it has
been measurably fVeo from tho errors incident
to all human governments.

to the various County and other offices.
The charge is not entirely without
truth. But a recurrence to tho history of the
two years just passed w'll offer some justification
for such appointments. When the administration
just closed camo into power, the
citisens of tho Stato, who, by oducation and
xpericnco, were beat fitted to fill the various
offices in the gift of the Kxecutivo, either
openly opposed, or silently, but persistently,
stood aloof from the Government. Persons(
whose services the Ftato would have been glad
to secure, refused to qualify for the positions
which wore offered them; while on the other
band, men were urged upon tho Executive'
whose opposition to the Government was so
woll known as to make their appointment, so
far as the execution of the laws was concerned,
a farce. In addition, many, if not most ol
these appointments, bad to be made immediately;
the exigencies of the publie service
were snch as to preclude tho possibility o.
thorough investigation into the character and
fitness of the persons recommended by them,
upon whom the Executive was compelled to
depend for information. In the nature of
things, it has been, to a great degree, impracticable
for him to know fully the qualification!
of thoae who have been urged upon bim for
appointment. I am satisfied, that without
doing injustice to the claims of any one, the
largo experience which wo have all gained,
combined with the accession! which have bees
made to the ranks of those who ars both ae
lively and passively friendly to tbo administration,
will enable us to euro this evil in tbo
future. It is not necessary to enter into an
argument to show the impossibility of carrying
on the affairs of the Government without
| competency on the part of those sclec'ed to
perform its duties; the thing is self-evident.
It is my purpose, so far as the responsibility
tests with me, to sccnro such competency ;
and in this effort, I think I may confidently
look for the support of the people of the State
of all classes.
Fellow-citizens, our State has made great
progress in all respects within the last two
years. Two years ngo, a large class of our
people were a unit almost in their avowed
determination not to recognise the validity
of the Reconstruction Acts of Congress, or
of the Government established under them.
To day, these are all treated as accomplished
facts, by all cleeses of the community, to
far as public utterances have any value,
and we have good reason to believe that the
number of peasons who cherish either the
hope or the desire to distrust the existing
political relations of the people is very in
considerable. Oar nations) progress list
kept pace with the political. It is true,
that the European war, by depressing
prices, has made our peoplw feel pooiti
than they hoped to he, but neverthrhss
there are indications of life and energy al|
over the State. New branches of industry
are being opened up, and aJl things promise,
with peace and good order, prosperity
to the people. The ssme progress, though
possibly not so evident to the casual observer,
has been made in educational matters.
In ibis direction I would urge increased
interest and activity en the part of
the people. The Government ean do mueh,
but it cannot do all, and without earnest
and constant effort on the part of the people,
any schoel system will prove a failureFellow-sitisens,
I do not care tw inquire
whether this favorable condition of things
exists as a consequence of our administration
of affairs, Or in spite of it. It is
enough to know that this much lias been
secured, and we will leave it to the future
to decide what measure of nraise or blame
belongs to each and all of ut.
In the few words appropriate to this oe*
eanion, I cannot indulge in detail, hut confine
myself to a general reference to what 1
believe to be the condition of our State,
and to the policy which I hope to enforce
in the administration of it* affairs in the
future.
