T^UE ATTENTION OF ALL COMMAN?)
i?g O?fieera is directed to the migration of Freed
men ?nd their families to the Coast fn the expecta
tion of receiving lands, rations and other gifts from
the Government of the United States. Whilst ho
improper restrainst should be imposed upon any of
the inhabitants, humanity suggests that all proper
measures be taken to in (orin these misguided people
that they can only acquire landa hy purchase, that the
Government has BO land? in mis Department for sale,
or to be given away, and that no rations will be issued
any-where to persons abie to work.
The influence of Commanding Officer? should be
efficiently exert"d to counsel, advise and assist in ma
king fair contracts for labor, and to admonish all con
cerned of the necessity for the cultivation of the toil
abd the resum? tion of the usual branches of industry
and bunine**, if they would avoid the losses, privations
and suffering, winch must tollow idleness on the one
hand, and harsh and unreasonable exactions on the
other.
When lands and property, have been restored to
former owners, who are disposed to grie a fair trial
to the system of free labor, much can be done by offi
carson duty in this iH-partment to promote this de
sirable object, and the Major General Commanding
de-ires and expects their zealous and faithful co-ope
ration in the discharge . ir 'this duly-.
Any iffior or soldier whose conduct tends to dis
courage or to prevent the employment of laborers,
will Xy arrested and punished for such acts as fora
military offence. And when this is done by persons
nor in the mi itt?, ry >erv ice, report will be made at
once to mese Heaoquartern, sud information tarnish
ed to the agent of the Freedmen? Bureau.
The interests of Kefugee's and Freedmen are more
espccislly confided to the immediate supervision of
the officers ami aleuts of the Bureau of M Kefupec?,
Freedmen an?t Abandoned Lands nevertheless it in
within tn? prorince. and is the duty, of all officers and
soldiers of the Uuited Mates to co-operate in tae
measures sanctioned by the Bureau for the welfare of
those who have been committed to its charge.
