Whilst ho improper restrainst should be imposed upon any of the inhabitants, humanity suggests that all proper measures be taken to in (orin these misguided people that they can only acquire landa hy purchase, that the Government has BO land? in mis Department for sale, or to be given away, and that no rations will be issued any-where to persons abie to work. The influence of Commanding Officer? should be efficiently exert"d to counsel, advise and assist in ma king fair contracts for labor, and to admonish all con cerned of the necessity for the cultivation of the toil abd the resum? tion of the usual branches of industry and bunine**, if they would avoid the losses, privations and suffering, winch must tollow idleness on the one hand, and harsh and unreasonable exactions on the other. When lands and property, have been restored to former owners, who are disposed to grie a fair trial to the system of free labor, much can be done by offi carson duty in this iH-partment to promote this de sirable object, and the Major General Commanding de-ires and expects their zealous and faithful co-ope ration in the discharge . ir 'this duly-.
