CAMDEN
THURSDAY, AUGUST 3, 1820.
In pursuance of the governor's
proclamation, the Tennessee legisla
ture convened 011 the 20tb ult. The
governor sent in his message the same
day, strongly recommending the pas
sage or a law requiring property to
be received on valuation in payment
of executions, and also the issuing
of treasury certificates founded on
the revenue aud proceeds of sales of
the public lauds of the state. = The
senate immediately came to the reso
lution disapproving his excellency's
recommendations; saying it wa^ in
expedient, as well to prevent or post
pone the collection of debts, as to
prevent the sale of a debtor's pro
perty unless it shall sell for a cer
tain proportion of valuation. So the
extra-session of the Tennessee legis
lature bus been called to no purpose.
TAX ON WHISKEY.
Whiskey.-- A writerin the George
town Messenger, in making some
remarks on the late loan of (he Hank
of tv^o millions, and the necessity of
makfclg good the deficit in the revenue,
observes ? u But what are the proper
objects of taxation? Bread? ? cer
tainly not, if other less important
things caut ie got at. Salt? meat?
materials out of * which our clothing
is made ?? JmTP nor out of any such
, useful and necessary iteuis, provided
the financial character of our gov
ernment can he sustained without
them ? and- rather than this should
suffer, even these * should be taxed.
W hat then presents itself, as a lead
ing article tor taxation; I answer,
emphatically, Whiskey. Try thi*
first. But wherefore? Because ??;
man woul<| suffer by it. The makers
of this article wince at the idea of
its being taxed, just as if they wen*
I concerned one cent in the measure. ?
They will sell as much with a tax
of fifty cents on the gallon, as they;
do now.w And what would be the
revenue from a levy of 00* cents on a
gallon of Whiskey? #ay that fif
teen millions of gallons are sold an
nually, (and I believe their, is thi*
much,) the Treasury would receive
annually seven inillious five hundred
thousand dollars, which, added to
other estab^hed sources of revenue,
would sooironable Uie government to
pay this loan,, and lessen the public
debt in other respects. We need,
for the present tax nothing else.
11 Fifty cents added to each gallon
of Whiskey, would increase thv?
price to no more than seventy-five
cents to a dollar? for at this time it
may be bought in the state of New-,
York for $5 cents per gallon 5 and in
I the District of Columbia, for 4Q."

Among flie many objects designed to
Nubsetfvc the cause of humanity, this
invention, if thoroughly practical,
stands in the first rank. For, by it*
a drowned person may be taken out
out in from 5 to 15 minutes. The
invention is one, therefore, calcula
ted to promote the object of ussociu*
tions formed in the cities of the world

the polar rircles produced a change

If this climate has been grow ing col
der during three centuries in the same
ratio that it has within the last thir
ty-years, w e need wot look further
for a cause, than the greater preva

chigan, Huron, Superior, &c. from

Naming of the ships of War . ?
The resolution of Congress on this
subject is defective. The names of
ft* at rates are to be after States anil
s( cond rates are to be after liivers .
Now it so happens, that the first
name given to th * first rate ship, un
der that resolution, the Ohio does
not designate, t her rate being the
tiapie of a state and a river also.
The names of Alississippi, llliuois,
Tennessee, Connecticut, Dele ware,
and Kentucky, are common to States
and liivers . , <
The appears that our
Navy, when all the vessels author
ized by lavy are built, will consist of

and 14 schooners, besides gun-boats,

near Sumterville, and also to Col. Blanding
of Cohimbia; it is supposed that he is
generally in the neighborhood of Sumter
ville, he is about fivefeet nine or ten inchcs
high, rather slender in his appearance,
being tolerably lean, is a little bowlcgged,
outmouthed, large white eyes, rather pro
jecting than otherwise/ a forward inclining
back, and generally assuming in his man*
ner. He had when be left me, many arti
cles of good Clothing, a fur Hat, a black
Broad Cioth ( 'oat? -also a blue one that was

upon earth, when rode she is very spirit
ed and is inclined to chew the bit of the
bridle. Also, at the same time was stolen,
a Man's SADDLE, tolerable much worn;
very high mounted, being plated before
and behind, it lias a colored worsted twil^,
led pad. Asa part of the ahove reward I
will give 2u dollars for the delivery of said
Mare to me on the main Camuen road lead
ing from Lancaster to Camden near the
Flat R ock, five dollars for the paddle and;
if a white man 7 5 dollars for the conviction
