Madrid were then busily engaged

stitutional state. lAll the old uflicers
have been replaced iu the several

called into Executive Departments in
the Metropolis, and all, both domes
tic and foreign, who are not in favoi
of the new institutions, have l*eu

Fears are entertained that there
| will be attempts made to effect a
counter revolution, which will very
I probably be realised if an opportu
nity offers. The King and his par
ty of priests and friars, with the
multitude cf Custom and Excise
Officers who have lost " the loaves
and fishes" by the new- clianges,
form iio inconsiderable body, and
they comprise, besides, a large share
of Ilia talent^ and a still larger one
of the tceulih of Ahe country. It is
uot to -be supposed that they wiR be
idle during 1lie Ihree months which
Were allowed &r assembling the
Cortes i)n the other hand, we are
assured, that to ^counteract their
machinations the greatest precautions
have been t&kefi by the new Council,
in conjunction with the tried patriots
of b|>ain. Officers ami men are
place in the four points of Andalusia,
(particularly in Cadizand Ista) in
Gallicia, Navarre and Catalpnia,
that can be depended upon; and *s
these posts can certainly be math*
tained against the power, -of all the
riqL of the kingdom. It is to be hop*
k ped and believed, that, the early oc
cupation of tli em by men of distill
guished patriotism, M constancy,
will effectually serve to keep iacheck
any measures calculated to -effect the
^Constitution or the tranquility , of the
country.
