RULE XVII
Of the Grand Communication*.
?" There shall be a general Grand Com
munication of all the Lodges under the
jurisdiction of the Grand Lodge, held in
Charleston cv?ry year, on St. John the
Evangelist's day. At this Communication,
no business of a private nature shall be
t ransactcd. The Officers shall be installed,
and the day passed in innocent festivity ai?d
brotherly love. i
Grand Quarterly Communications shall
he held in Charleston, on the last Friday in
March, June and September, and on the
n^xt Friday but one preceeding St. John
the Evangelist's day : and a Grand Annual
Communication shall be held at Columbia
on the first Friday in December, in every
year, and shall sit and sojourn from day to
day, until the business before them be fin*
"tshed, provided no term shall exceed one
week ; and in case of the absence of the
ftrand Secretary* the proceedings at such]
meeting shall be transmit ted to that Officer
in Charleston, previous to the quarterly
communication in December, dulv certified
by the presiding Grand Officer and acting
Secretary, and which *helt be recorded on
th* journals' of the Grand Lodge.
At the Annual Grand Communication
to be lulftf at Columbia, each Lodge under
this juristic tiotivtaay be represented by its
Masuv ami Warden* or by a proxy or

members of the Grand Lodge, at least three

murdered by two persons unknown, who

evade the puuishment due to the enormity

Now, Therefor*, I deem it proper to
issue this my Proclamation, railing on the
officers aiwl other good citizens ot this
State, to be active and vigilant the ap
prehension of the person* who committed
the said murder : And I do hereby offer a
reward of T\VO HUNDRED and FIFTY
DOLLAR to any person or persons, who
shall apprehend and lodge in any G. ol in

said offenders.
