Internal Improvement.?We un
derstand, (*hys the Charleston Cou
rier,) that Major Wilson, the State
Engineer, has, within a few days,
made an extensive contract with two
gentlemen, conversant in the busi
ness, for opening the navigation of
the Santee, Congaree, Wateree, and
other inland waters of the State.?
Two or three hundred artisans and
on from the North, and ihe work
will ly? prosecuted with the utmost
V vigor ai;d industry.
Launch.?On Saturday last, about
11 o'clock, A. M. the Steam-Boat
Columbia, according to previous no
tice, was launched from Gadsden*&
wharf, in handsome style. This boat,
for her size and tonnage, draws per
haps less water than any Vessel of
her class. She is 86 feet long on
deck, burthen 113 tons, and what
is remarkable, draws but' 22 incites
water aft, and 19 forward! It is
supposed that when her machinery
is on board, she will not draw three
feet of water. City Gazette.
The Editor of the Charleston
Times, cautions the public against
receiving bills of the Hank of the
State of South-Carolina altered from
one to live dollars. " They are easily"

We understand, (says the Nation
al Intelligencer of the 20th ult.) that
Ihe treaty lately concluded be
tween the United States and Great
Britain, received yesterday the sanc

Trial for Mu?der.
The trial of Michael and Mar
tin Toohey, for the murder of James
W. Gadsden, Esq. on the evening
of the 21st, commenced before the
Court of Sessions in this city, on
Tuesday las}. The examination of
?witnesses occupied two days; the
pleadings of their counsel, Messrs',
Lance, Hunt and CtArrs, con
sumed two more; and the Attorney
General closed at 1 o'clock on Satur
day ; when the case was given to
the jury, in a clear concise charge
from Judge Nott. They retired to
their room, and after deliberating
for thre6i hours, brought iu a verdict
?gainst Martin Tqohey, of murder,
and of manslaughter against Mich
ael TooHEY- The prisoners Wfere
then remanaed to jail, to await
their sentence^ We understand that
a motion in arrest of judgment, and
for a new trial, will lie made by the
counsel of the prisoners. There has
never occurred in this city a trial
which attracted such constant add

Ayres, of tlie outrageous conduct of

Daniels of Baltimore. They have
passed a decree declaring him a pi
rate and outlaw, and compelled a
Mr. Ford, who was security in the
sum of ten thousand dollars to pay
the money into court. *They have
also published a stating their
determination to rentier justic e to all
Uatious, and disavowing the many
disgraceful acts done by privateers
under their flag;.
The government are giving grants
of land to |>ersons who aiv disposed
to settle at Quiluies about eight miles
Oelow Buenos Ayres, on the south
west bank of the iiver, for the pur
pose of building a town.
By the last accounts received, it
was reported that Talcahuaua in
Chili had been evacuated by the
royalists. A paper of the 16th Oc
ober gives the official account of the
evacuation and of the taking posses
sion by the Chilian army.

of the Intcndant ar.U NVardent ot the Town
of Camden, in I own Council Assembled.
' That every person owning or possessing
a Lot on Broad-street, in the Town of Cam
den, in part or Section which is comprised
within the .Big Dich and L)e Kalb-street,
as soon as practicable, shall at his or her
own expenre have the same paved vith
brick or tile, not less than inches thick
throughout the whole extent of the front
of their Lot, and to the extent of nine feet
f?om the said front into the street, and that
the edgs of the sud pavement next to the
ttreet, shall be protected by a wooden (M
Stune kirb 6 inches square.
That any person neglecting or refusing
to pave the front, ol his of her Lot, accord
ing to the requisitions ot this ordinance, so
that the same sii.*11 not be completed and
finished before the first of July next, shall
forfeit and pay unto the Town of Camden,
the sum of Fifty Dollars; to be prosecut
ed for according to the directions of the
act ol incorporation, and the ordinance of
the Town Council, in such case made and
provided,
A^l that the pavement of the person so
refobvrv ojj neglecting to finish and com
plete the same, shall be finished and com
pleted at the expence of the Town Coun
cil in such manner, at such time, and under
the directions of such persons as the Town
Council may order.
That tho portion of Broad-street ordered
and required to be paved under this ordin
ance shall be graduated, and the paving of
the same shall be under the direction of any
two respectable inhabitants of the Town,
which the Town Council may hereafter
nominate and appoint.
Ratified in Town Council, this '23d day
of January, A. D. one thousand eight
hundred and nineteen, and in the forty-third
year of American Independence.

be inserted in the Cuntden Gazctic for the
information of the public, and as we have
been influenced by the sage and equitable
advice of the illustrious Rush, we affix so
much of his observation on the duties ci

charging lor Medicai services."

medical education, and tne sacrifices a
physician is obliged to make of ease, socie
ty, and even health, to his protession ;
and when we add to these, the constant and
painful anxiety .which is connected with
the im;M,rtant charge ot the lives of our
fellow creatures, and, above all, the i:>es
timable value of that blessing which is the
object of his service^ I hardly know how
it is possible for a patient sufficiently and
justly to reward his physician. But when
we consider, on the other hand, that sick
ness deprives mm of the means of acqui
ring money ; that i: increases all the cx
penccs of living ; arid that high charges
often diMve piticuts from regular-bred
physicians to quacks ; I sny, when we at
tend to tnese considerations, we should
make our charges as moderate as possible,
and conform t.?cm to the following state of
things."
44 Avoid measuring your services to your
.patients by scruplcs, drachms, and ounces.
It is an ihiheral mode ot charging. On the
contrary, let the number and time of your
visits, the nature of your patient's disease,
end his rank in his IV.mily or society, de
termine the figures in your accounts. It is
certainly just, -o charge more for curing
an" apoplexy, than an intermitting fever.
It is equally just, to demand more for risk
ing your life by visiting a patient in a con
tagious fever, than for curing a pleurisy.
You have likewise a right to be paid for
your anxiety. Charpe the same sei vices,
tlierefo e, higher, to the master or mis
tress of a family, or to an only son or
daughter, who cad forth all y ur feelings
and industry, than to less important me m
man d'-rnand more frequentVisits than are
necessary, and if he impose the restraints
of: keep ng to hours, by calling in oti.er
physicians to consult wiih you upon every
trifling occasion, it will be just to make
him pay accordingly for it. As this mode
of charging is strictly agreeable 10 reason
and equity, it seldom lads of accoi diner
with the reason and sense of equity of our
patients. Accounts made out upon these
princ pies are seldom complai led of by
them. I shall only remark further upon
this subject, that the sooner vou send in
your accounts after yotlr patients recover.
