Secretary Baker for selection of gen- '

are advanced in rank of regular ar-|

service To fill out the list of coast
artillery appointments, two lieutenant
colonels were advanced to bri-;
gadier rank.
For Duration of War.
All of the commissions are for the
duration of the war only and are in
the national army, although the officers
may be assigned to any part
of the fighting forces, regulars,
guardsmen, or selective draft troops.,
It is understood, however, that
wherever a National Guard brigade
from any State is retained in its
present form, its present brigadier
will be continued in command.
Ry Regular Officer*.
With the exception of the two National
Guard major generals mentioned.
it is indicated that all National
Guard divisions will be commanded
by regular officers.
It is possible that troops of any
of the three branches of the service
may be used in making up any tactical
unit, such as a division or a
corps. From the fact that the composite
division has been designated
the Forty-second, however, it is assumed
that plans call for the organization
of forty new divisions,
sixteen of which will correspond
closely to the sixteen National Guard
training camps, sixteen others to the
sixteen national army cantonments
and the remaining eight to be made
up of the expanded regular army
supplemented with selective draft
surplus battalions, where necessary.
