Fipley who, at tho general election held in November, 1916; was chosen a representative in Congress from tho Fifth Congressional district for two years, commencing March 4, 1917, has, since date, died; and Whereas, the Constitution of the United States directs that in such caBe a writ of election shall be issued by the Governor for the purpose of filling the vacancy thus occasioned for the remainder of tho term for which the member so deceased was elected to serve; Now, therefore, #you and each of you are hereby required, after due advertisement, and with strict re garu 10 an me provisions ui me v onstitution and laws of this State touching your duty In such case, to hold an election for a representative In Congress to serve for the term for which the said David E. Finley was elected, commencing March 4." 1917, the polls to be open at the various places of election in the said District on Wednesday the 21st day of February, 1917, by the various sets of managers for those places respectively, and the counting of the votes cast and the declaration of the result of the election to be in accordance with the provisions of law providing for the general election and the manner of conducting the same. This writ, together with your return and all. papers pertaining to the election to be held under it, to be transmitted to the Secretary of State. Notice of Election. State of South Carolina. County of Lancaster. Notice is hereby given that the general election for congressman for, the Fifth congressional district (un-j expired term) ending March 4, 1917,) will be held at the voting precincts fixed by law in the county of Lancaster on Wednesday, Feb. 21, 1917. Tire qualifications for suffrage are as follows: Residence in state for two years, fn the county one year, in the polling precinct in which the elector offers to vote, four months, and the payment six months before any election of any poll tax then due and payaable. Provided. That ministers in charge of an organized church and teachers of public schools shall be entitled to vote after six months' residence in the state, otherwise qualified. Registration?Payment of all taxes. including poll tax, assessed and collectable during the previous year. The production of a certificate or th-.i receipt of the officer authorized to collect such taxes shall be conclusive proof of the payment thereof. Before the hour fixed for opening the polls managers and clerks must take and subscribe the constitutional oath. The chairman of the board of managers can administer the oath to the other managers and to the clerk; a notary public must administer the oath to the chairman. The managers elect their chairman and clerk. Polls at each voting place must he opened at 7:00 o^clock a. m., and close at 4 o'clock p. m. The managers have the power to fill a vacancy; and if none of the managers attend, the citizens can appoint, from among the qualified voters, the managers, who, after being sworn, can conduct the election. At the close of the election the managers and clerk must proceed publicly to open the ballot box and count the ballots therein, and continue without adjournment until the same is completed, and make a statement of the result for each office, and sign the same.
