H' secretary of agriculture to meet the
Hj emergency caused by the existence of
the pink boll worm of cotton in Mex

9 fested districts In Mexico to milling
9 points in Texas and elsewhere, and
9 to prevent the establishment of such
SI insects in other places by providing ,
tH for adequate inspection and for the

9 prescribed by him. to prohibit the
9 movement of cotton and cotton seed
9 from Mexico into the United States,
9 including the examination of baggage
