Washington, Oct. 31.?Bids will
be opened at the navy department
tomorrow for four scout cruisers and
27 coast type submarines, leaving
only proposals for four battlecruisi-rs
to be received before construction
of all the 1 ; 17 building program
can begin. Figures for tout
battleships and 20 destroyers now
are under consideration at the department
and awards probably will
be made next week.
The scout cruisers are a new type
for the navy designed to make ?
sustained speed of 35 knots an hour.
The submarines will be of the
