To the Editor of The State: Your editorial in to-day's issue i timely. As a reader of The Stat and a buyer of insurance I am tire of reading about "our proud stat must not yield her sovereignty." T OmliV. - J ??*!._ 1 1.1 ouiilij, onnvu <iuu junrs wit* iiuiii ers of the bag''?such chatter i meaningless. There is an old mott holding tliat "united we stand; di vided we fall.** That is equally ap plicable to coininere'al as to politica life. One of the features of the Lan ey-Odom bill is to enforce competi tlon. This hill was enacted a lav without any care for the economics effect resulting and without regari tor the increased costs. Instead o norrectin what they termed unfat practices our lawmakers have sue eeeded in placing the business fabri of this state in a most perilous po sition with the further possibilit that the citizens will have to pay Individually and collectively, a ta to this theory of enforced competi tlon that will be staggering. If onl the populnr idea that fire insuranc companies are robbers and ehlefl interested in holding up the publl for the highest possible rates couh he destroyed. It would at once be come evident that the interests o the insurer and the insured to ai insurance agreement are identical Neither desires the disaster of fire both are equally anxious to preven it for such loss sustained is absolut loss. But let me here ask, is it no true that we Americans are the moa careless nation of the world whei It comes to the prevention of fires It is estimated that one-half of th fire losses in the whole world occu in the United States and that one half in the world of fire insurance is paid in the United States. Th' annual ash heap^of America is ap palling in its size while on the con tlnet of Europe and England th tire loss is not. more than one-tentl of that of this country. The roa*oi <?iven for this difference is due prin ejpally to improved building ton structlon and to a better eifOToe ment of fire laws. It is recall-d r>a a short while before two-tliirds o the city of Salem, Mass., was re duced to ashes, a member of tha clty'a council endeavored to ha-v {PER I Complel JILDERS' Line of All Kind: hanical T inks-Morse Gas erosene Engines HI1NG IN HAR1 m w -w < A 1 its operations I do say that an or. ganization with adequate restrictions i i- for the determining f rat-s i? an . v economic necessity. The express purpose of a ratnig organization is to i c adequate laws enacted to reduce fire i * I moo nuu iu pit-win in* gni mty y r?f a conflagration. He advocated and tried to get through an ordi- < x nance which would prohibit tile * rec- : lion of buildings and for the cony demnation of buildings with roofs i e of inflammable and for hb efforts i y perforin a certain duty for all comc panics that would otherwise ha*e to i I il he performed by each individual i- company. For instance, it is stated, , r^that at the time of the San rrencifco ; 11 fire $4n,000 of insurance was del. sired by an insured. In order to i ; secure this amount a broker was t compelled to visit 40 different offi<? ees since $1,000 only could be ptaced i t (in each company. If the inspection t.and making of a rate had not been njdone by means of a co-operative bu? J reau each company would bave had i e to send some one to do the work r j with the result that this item of i-I expense would have cost forty times i e I what it did. Tht old line companies established I'oi many years with efficient and experienced organizations by scientifimanagement have been unable to reduce the cost of doing business under an average of 4 0 cents, and I niii told on good authority that the fire iosst-s of this state for the pusf f-niglit years have averaged 07 rents fo- ? v. rv dollar premium paid which means a Joss of 7 cents on every lolli " o* insurance written. In the ' i of these figures, to say nothing ' fi. folly of such a huge undertaking, it is ridiculous to lo-ar our ouliticians advocating such a measure. Insurance is & necessity and it is such it should behoove the insured to get with the vrey best and strongest companies possible, One may go without certain commodities if he feels that the price is extortionate and the control n menace to the public, hut fire iu"Jiance is something which the business man cannot do without. That he must purchase, not because he wishes, but because his credit Is more or less dependent upon It. TherefCiTf _ ofl it io fl f'VA/i /V ViO In Klfl busings it is far more important that lie should get it a! a price based on the same cnoditinns as those ol his competitors and that he should secure n temporary advantage; for he will remain constantly in doubt as to whether his competitor after all has not secured a far better one, Merely because the state is the insurer will have nothing to do with lesrening the hazard of fire and thf possibility of being able to conduct such a business at a cost anywhere near what experienced companies making it a speciality is extremely remote. In addition to the regulat ordinary hazard there is the extraordinary hazard of conflagration which comes at unexpected time* and there a few fire insurance comnanies in the United Slnlfta wlilnli have accumulated a special "conflagration reserve." For this reason it is easily seen that many fires liK^ that which occurred recently in Augusta or Nashville, or even Lexington of this state would result in im pairing original capital to such an extent that no company could remain In business. What we need is better fire laws and enforcement of thoslaws. In our heedlessness we pay 67 cents worth of loss In each dol lar's worth insured as against Eng land 12 cents, Germany 11 cents j.i'.i i rS APRIL 14, lfll6 WARE ? ppn r'nHpr ( VARE GI . . '?
