PROBING ATTACK ON ORDUNA. Secretary Lansing said today that w no complete report of the encounter between the British liner Orduna and a German submarine had reached the state department. An Investigation has been instituted through the treasury department and a . report is expected within a few days, but the dispatch of the note to Germany will not be delayed. A statement from William O. Zapata officials were said 3 to have resumed full control of the s city, from which they were driven <f ten days ago by Gonzales, who now 5 lias gone northward with his troops 3 to meet an advancing Villa force. EVERYBODY SURPRISED. y This unexpected development came . as a surprise, not only to Washington officials, but to the Mexican agencies, t It had been supposed the Zapata 3 army, driven out, was operating f along the railroad to Vera Cruz, waiting an opportunity to join a Villa column approaching from the north. No word has been received of the . whereabouts of General Gonzales j since lie quit the capital. News of | a battle near Pachuca, already reaclil ed by Villa men, is expected hourly, and already may have occurred. Other reports to the state denart ( inent said railroad communiration between Vera Cruz and Mexico City ^ was suspended "011 account of the present military operations," but no details of the operations were disclosed. Suspension of railroad communication is viewed here with fears for the hungry people in Mexico City, as it cuts off food supplies. ENTERED CAPITAL SUNDAY. A state department announcement ' tonight said that department advices reported that the Zapatistas occupied the city on the afternoon of the 18th 1 and on the 19th appointed some authorities. "They are, therefore," the an1 nouneement said, "again in full power. However, it is stated, that their actions indicate a desire to maintain order. President Chazaro and the eonventionist government have not yet returned."
