Special to Charleston News and Courier Feb. 28.?The appropriation bill was not returned by the free conference committee to the I General Assembly and therefore there 1 was no use to continue in session today. Karly in the morning the senate decided that it would meet again Tues day night when it adjourned today, and this it did shortly before the dinner hour. Although the senate had ad- < journed until Tuesday and the free 1 conference on the appropriation had ' taken a rest until Monday afternoon, there were about twenty members of \ the House who wanted to remain in | continuous session for the moral ef- ; feet on the ground that this would i place the responsibility for failure to ' adjourn sine die on the part of the | Senate. As a matter of fact, the < Senate is no more to be blamed than any one else, and Mr. Stevenson point- ( ed out that it was just as well to re- , member that the House kept the ap- , propriation bill for six weeks and ( that the Senate was entitled to use its f own time on this or any other measre. , There has been no vote yet on the ? mileage bill and those who are oppos- j ed to it insist that there will not be c during the year 1914, with a flat two- s cent proposition pending. t FORTNER BIl,L ALTERED. t What is known as the Fortner hill but which will probably not be recognized by its legislative father made a t step forward in the Senate. ' v Mr. Stevenson, in the course of the ^ argument against the - cto being sub- c laiuod arose to a question of personal privilege, in the course of which he said: ^ "I think it the rankest Republican- K ism that could possibly be adopted by ? any body of men calling themselves Democrats." On behalf of the Democrats who have almost unanimously voted to pass this bill over the veto I resent this charge that we are enacting Republication legislation and $ are only "calling' ourselves Democrats. The House voted 6 2 to 21 In favor of passing this particular I till! over the Governor's veto. The bill with reference to the rural I police system in Beaufort county did I not fare so well. Messrs Fripp Boyd, I Hutson and Barnwell tried to save the I rural police bill from the beheading ef I feet of the veto but 34 members voted I to sustain the veto, while 52 voted I to override, it and the bill died for I failure to get the necessary two-thirds I vote. D ADJOURNMENT PROSPECTS. I The status with reference to inurnment is this: The House some 11 time ago passed a resolution fixing h date for adjournment. This went to the Senate where it was kept in storage until/today when it was returned to the House with an amendment fixing Wednesday night, March 4, as the flay and hour for final adjournment. When the. resolution came back to the House thus amended it was adopted; therefore both the House and the senate have agreed to adjourn on Wednes day night at 9 o'clock. Of course the legislative day known as March 4 may he continued indefinitely, but unless the resolution is reconsidered?and this is not likely?Wednesday, March 4, will be the legislative date of final adjournment. Of corse, if the appropriation bill is not ready and engrossed the day may extend far beyond Wednesday night. The hope however that when the free conference comj ittee finishes its work Monday evening the engrossing department will ret the leport and prepare the hill, although the report may not bo adopted rlor to the meeting on Tuesday night > that the appropiration hill can be rWen by the Governor Wednesday! i ^orning.
