WAREHOUSE MEMORIAL
The memorial in respect of the cotton
wahehouse bill is as follows;
"Whereas the State Farmer's union
Indorsed and secured the enactment
of the first State warehouse measure,
which, by reason of faulty construction,
was declared unconstitutional
by the supreme cou^t, and
whereas, in that decision the court
clearly upheld the constitutionality
of the principles of the measure,
and whereas in the light of th^t decision
the State union in annual convention
in 1912 directed two'of its
members to prepare a bill that would
meet the requirements of the State
and national constitutions; ami,
whereas the bill so prebared after
being submitted to emirint constitut'onal
lawyers and dechlred by them
tf> be not in conflict wifh either the
Ft.ate or the national /constitution,
> as indorsed by the January (1913)
mooting of the Statd union and is
row pending in both houses of the
general assembly-of South Carolina:
"Now, therefore, be it resolved
f'rst, that this meeting of the State
union reaffirms its approval of the
said bill; second, that with the inauguration
fo tAe new currency
law, the time m ripe for this warehouse
measurjg which will admirably
flt into an<^r supplement the newbanking
s^rtem, giving added strength
to the same; that it will give to the
farmers an available asset of the
highest ^ommerical rating, and will
establish such a marketing agency as
will prevent the wide fluctuations of
i otton prices that have robbed our
farmers of their legitimate profits
end have crippled all lines of business;
third that, in presenting this
memorial to the general assembly, we
desire to impress the fact that it
emanates from a non-political body
end we do hope and trust that no jealousy
nor fear of some one making
political capital out of the measure
will deter any members of your honoi
able bodies from giving it your cordial
support, but that rather you wil
join hands with the gentlemen whe
have pushed it this far to make 11
as nearly perfect as human minds car
do, remembering the language o
Admiral Schley, 'There Is glorj
enough for all,?who aid In any wa]
to bring about this piece of construe
tive legislation that Is of such tre
mendous Import to the welfare o
our State; fourth that this union ap
point a committee of three to presen
tliis memorial to the senate and hous
of representatives and to the prope
committees of the same."
