Thinks Presidential Primary Will
Soon be Adopted?Secretary of
State Delivers Two Addresses
During Day in Pennsylvania.
Harrisburg, Pa., May 14.?Secretary
William J. bryan of the state
department addressed the Pennsylvania
legislature last evening 011 the
distinction between democracy and j
aristocracy. He predicted that before
another general election the j
presidential primary would general- |
ly be adopted and that there will be i
no need to hold national conventions
and that presidential nominees will
be named not by party leaders or
''' by bosses, but by the people.
Secretary Bryan came here to
speak at the Jefferson anniversary
dinner of the Central Democratic
Club of Ilarrisburg and was invitwf
ed to address the members of the
legislature. He told the lawmakers
he desired to talk of fundamental I
desires that are appropriate to this
time.
"Jefferson a century ago spoke
on two parties," he said; "one was
the Democratic party and the other
the aristocratic party. The Democratic
party is that party which
tries to bring the government near
the people and the aristocratic party
is that which desires to restrain
and abstruct popular government.
"It is important to know whether
the legislative representative is
nuimiik id me aemocrauc iaea or to |
the aristocratic idea. It is a settled j
principle of this country that a
platform is binding upon every man
that runs on that platform. Some
men violate platforms because they
say they can not violate their conscience.
No man should violate his
conscience, but that does not mean
that he should violate his party
platform. It means that his conscience
should begin to work before (
he is elected and not afterwards, i
A man who violates a party platform
and betrays his party and the i
people is a criminal worse than the
man who embezzles money.

"Now let me tell you something
else: The day of the boss is gone.
The people will write their own
platforms hereafter and send their j
own representatives to the legislative
halls. And I venture to say
V? we have seen the last of the great
national conventions. I predict that
before another presidential election
rolls around the presidential candidates
will be elected, not by the j
bosses or party leaders, but by the I
people."
Secretary Bryan was the ilrst :
speaker at the dinner of the Cen- I
tral Democratic Club and said it
was the first political speech he had !
had occasion to make since he put
"on his new reserve."
"I am here tonight as the substitute
for the President," he said.
"There were a lot of Republicans
who thought we lacked Intelligence,
who thought we belonged to the
rabble. liut we have a President,
who is more closelv identified with
tho learned Institutions of the country
than any other President we
have ever had," declared the secrej
4 tary.
Mr. Bryan said that President
Wilson has shown the country that
the Democratic party is not a party >
of panic.
Referring to the factional quar- I
rel in the Republican party last
year, the secretary declared there is S :
no need for a Progressive party.
"If tho Progressives stand for prin- j
clple," said Mr. Bryan, "they will \
stand with the Democratic party. j
If the Progressives feel they can ;
help t*he country they should help ! ?

aside and antagonize it. The Democrats
have made their tight for , '
progressive measures. Where were ' j :
the Progressives when the Demo- i
cratic party years ago made its
fight against Wall street domination?"

Mr. Bryan called attention to the | 1

elected. "Look at Governor Cox of
Ohio. There's a reformer who ask- 1 >
ed 36 reforms and got 36," said j J
he.
"It was a Democratic governor in
New Jersey who first gave us the
light breaking in the East. It was r
a Democratic governor who first arrayed
himself with the people. It
was a Democratic governor who had j
the temerity to oppose the bosses in \
New Jersey." I
The secretary then referred to j
the governor of New York w hom he j
said stood out so that ehe people
