greatest financial power of his time.
It has been said of him that in I
colossal money transactions, no
American mind has ever equalled
his;- but that in the smaller financial
matters, latterly, he was incompetent.
He could manage the
financing of a bankrupt nation, but

His life and his successes are ' I

have spoken in high value of him I
and enemies have denounced him ' I
scathingly. He, in life, answered I
for himself, and asked quarter of j|
no adversary. In death, he must, I
also, answer for himself. In life, {I
his millions, as well as his ability SI
and worth and knowledge, were in- ' I
fluences he summoned to his sup- I j
port. In death, his heart and soul II

In the world of finance, the name II

hers of the house last night laid I
plans for a vigorous organized op- I \
position to the Underwood tariff II
bill. The caucus ordered the prep- II
arat?v*i of amendments to the lTn-'|;
derwood bill providing for a non- II
partisian tariff board, and for ro- (11
vision of the cotton and wool sched- 11 j
ules of the tariff. Republican j j
members of the house ways and I j
means committee were instructed I j
to have these amendments ready to I j
be presented to the caucus next I j
Thursday evening. When the cau-'lj
cus met a lengthy debate resulted II
in a decision to make the meeting ,||
a public affair. In the course of I >
the argument, Representative Tow- j II
ner of Iowa criticised the activity I f
of President Wilson in connection 11 '
with the framing of the Democratic j II
tariff bill.
The resolution endorsing the II
tariff board was passed with but 1^
little opposition, hut the cotton and I j
wool schedules evoked a rather ||
neatea controversy between Mr. I '
Man and .Mr. Lenroot of Wisconsin. '
a pre 'essive Republican. Mr. ' |
Lenroot wanted the caucus to in- >
dorse the schedules framed by the
Republicans of the ways and means )
committee in the last Congress,
' based on the report of the tariff \ '
board and offered as a substitute for
the Democratic cotton and wool j
