MemI c c . r> .. ucrs 10 v,onrorm 10 motion 1 Buying Rules. , Spartanburg special in The ' State, June 13: The South Carolina Cotton Manufacturers' Association reelected the following officers for the ensuing year be- 1 fore adjourning its annual meeting at Glenn Springs today: President, E. A. Smyth of Green-1 ville; vice president, V. M. Mont- J gomery of Spartanburg; treas-! urer, J. A. Brock of Anderson; I ] secretary, Thos. I. Charles of: Greenville. The features of the meeting today were the committee report 1 on the recommendations offered 1 in the president's annual report; i < the address of Harvie -Jordan; 1 the paper" of Aug. W. Smith on "Baling and Handling Cotton:" the paper by E. H. Iloonev on carding and spinning of waste products, and the resolutions' passed in regard to the death of the late Dr. Samuel Marshall Orr 1 of Greenville. 1 The annna! report of President E. A. Smyth was rather lengthy. But little of it was given out for publication. President Smyth himself acting as censor. Among the more interesting , items given out were the following: That the cotton manufac turers' association had agreed to i' contribute to the George Wash- i * ington university of Washington ' $200 per annum for five years, this money to be used in the \ training sch'sol for consuls with the end in view of improving ' the consulate service. 1 That the association had joined- l the National Council of Com-i' "'* merce, which is a branch of the I < department of commerce and t labor. 1 That the members of the asso- ( ciation would conform to thei< rules for buying of cot ton, which ' were prepared by a committee I appointed especially for that * purpose. I-?>r a while some re- 5 fused to be governed by these ' rules, but at present everybody ! has agreed to stand by them. Mr. August W. Smith of Spar- ! tanburg was chairman of the I committee which had the forming of these rules. The rules ] were first adopted at a confer-1, ence held in Spartanburg in Julyj< *)of last year. ( Kershaw Kra: An editorial | note in the - Lancaster News of / June 2nd, to the effect that rhe t current issue of the paper was ^ gotten out under various difficul- j ties, leads us* to inquire, is a , paper ever issued under a.'togeth- / er favorable circumstances? Our ( newspaper experience of about twenty years has led its to the very decided opinion that very few people appieciate the difficulties under which a paper is { published. And it is but natural 1 that it is. No other business, 1 perhaps, is attended with > as many minor details in its f execution; nor is it likely that r there is another task altogether \ so delicate. Few papers meet of their mis- f ?' a _ v ' ? EKLY. ?? sion. and none can pass unchal-' lenged the ruthless and merciless criticism of the reading public. Those who are charitable enough to accept the periodical offerings of the press do so by a silent resignation. Rarely does a reader by any outward sign express approval or approciation. But the newspaper must be published. Despite all difficulties it must make its stated visits to its! patrons. A MORTGAGE FOR ONE DOLLAR. Interest on it Will Not Pay for Cost of Recording. The mortgage is I for $1 and is payable March 25, [ 1911. Enclosed with the paper, i which was of the regular chattel mortgage kind, neatly made out I on a typewriter, was a return i stamped envelope. The cost for recording will be 25 cents, and it will cost the show case company 2 cents to make this remittance, so that the total cost for going through the formalities of the law will amount to 29 cents. < The interest on the $1 for two years at 8 per cent will be 10; cents, a little less than half | enough to pay for recording, ; etc. New Primary Law for Florida. Tallahassee, Fla, June 1II* I [governor Gilchrist to-day signed the Cash primary bill, which gives Florida a new primary system. This law provides that all candidates shall make? sworn statements of all campaign expenses. No candidates shall make | lonations of anything of value luring thecampaign.
