THE SUPERVISORS REPORT

The report ??t the 'i ork grand j
jury, submitted tt> the court in
session at Ycrkville last week,
directs attention to a matter in'
connection with the publication
of the reports of the county supervisor
which has been more
than once commented on in these
columns. We quote from the
grand jury's report:
Fourth. The aunual report of j
the county commissioners for the
fiscal year lbO>. has been submit-1
ted to us, but the alleged itemized i
st.iteaieut of the expenditures for,
thj fiscal year consists of news. J
paper clippings containing the i
quarterly reports of the supervisor.
And tfiis report is not in
proper shape as a record, as the
new-paper clippings will be easiIv
lo-t or destroyed, and the
same id imperfect hi other respect?.
-is it doe? not show the to-|
tal expenditures for the year, nor
does it show how much was spent
on roads and bridges, how much
on chaingung, etc. We, therefore,
recommend that the supervisor I
forthwith substitute for the?e j
newspaper clippings a written i
statement, itemized, showing the!
amounts spent during the past j
fiscal year for roads and bridges,1
chaingatig, pooi house, outside
poor, jail, court house, county 1
offices and all other purposes.
The use of newspaper clipping? j
in the manner referred to is of
course unbusinesslike and inexcusable.
They are not so used,
we are pleased to note, by the efticient
clerk of the Lancaster
board of commissioners, the reports
prepared by him being altogether
in writing, as they should
be.
But it is the grand jury's recommendation
as to the classification
of expenditures that we wish to
emphasize and endorse, being
practically what The New? has j
been advocating. While the reports
as now published is strictly
in accordance with law. no doubt,
it would be far more intelligible 1
and .satisfactory to the public
were the itemized statement of
expenses followed b.v a recapitu-j
