Our Schools?Extract from
r State Supt. Martin's Fourth
coming Annual Report.
During the past 4n years South Carolina
has had seven different State
superintendents of eduoation, as follows:
J. K. Jillson, H S. Thompson,
A. Coward, J. H. Rioe, W. D. Maydeld.
J.J, McMahan and O. B. Martin.
Every one of these superintendents
has urged the legislature to
make improvements In our system of
oounty supervision. The net results
of these appeals have beeu a change
in the the name of county sohool commissioner
to county superintendent
of ediioatior. a slight increase in the
salaries in some counties and an inorease
in the length of term from two
years to four years in 18 oounties.
This condition affords another strikinir

general revision of our school law in
the interest of system and uuformity.
The people of (he State are evidently
dissatisfied, in a large measure, with
the existing method of county school
supervision. As an evidence of that
fact, it should be noted that nearly
ue-half of the superintendents were
changed at the recent election. Not
all were defeated. Home did not offer
for re-election because they could
f make more money in other lines of
work. Quite a number wt re defeated,
however. Some of these had held
(Bee for only a short while. Many
f these were not defeated because of
inefiloiency. Home of the most coml>etent
officers in the State failed at
reelection. It frequently happens
that zeal and activity are
aw appreciated until they are
understood. A four-year term for
oounty superintendents is certainly
preferable to a two-year term when u
good superintendent is once seoured.
I believe that it is practically impossible
in our large counties for a
an to give efficient service in the
dloe and in the field upon the meagre
alary as is now provided. The argument
is frequently made that the
salary is sufficient for the amount of
work done. This Is certainly true
where a man devotes the minor portion
of bis time to his duties to the
public and a major portion to the
earning of a livelihood in some other
way.
After considerable observation of
oiiool systems in various parts of the
uountry, I am convinced that the best
ystein of oounty 'supervision for the
South is that which in in practice in
Kiohmond county and three other
aounties in Georgia. The people there
elect a member of the board of educaaation
from each district. This board,
represeniing all parts of the county,
both city and urban, has general
charge of the schools. This board
eleots the superintendent. There is
nly oue superintendent for both city
and country. The superintendent of
Augusta gives as much attention to
the country schools of Richmond Co. 1
as he does to city schools. Of course,
it would be impossible to adopt this 1
system at once in our State by the i
legislature, because our constitution I
provides for small dtstric's and for
trustees in those districts. VVe could,
however, provide for a county hoard (
?f education to consist of one elective
member from each township or magisterial
district, and devolve upon this
board all of the duties and functions
of the present county hoard of educa 1
tion, together with such additional
powers and duties as are not prohi- ' |
uited by tin- constitution. This l uard I

It con d ho arranged for one-third of
kke members of this hoard to ho elected
every two yours. Under this plan there
would he little danger of damage to the
schools on account of politics, and still
the ultimate control of the schools would
et be removed from tiie people. With (
such an organisation as this, it would ,
be possible to enforce a otnpnlsory attendance
law and child labor. This (

would also be possible to carry ont a (

terial improvements in a systematic way. i

torcement of law* from poorly paid officers
who have to stand for reelection avery

Dentist Acquitted of Grave

was the jury's verdict this evening
in the case oi W. S. Gregory,
a wealthy Roanoke dentist, who
has been on trial (or the past ten
days, on a charge of attempt at

a teacher of expression of New
York, while she was a chloroformed
patient in hiR office here
last summer. Miss Irvine testified
that she emerged from the
anaesthetic in time to positively
identify Gregory us her assailantGregory
maintained that Miss
Irvine was dreaming. Emineut
physicians gave expert testimony
to the effect that hallucinations
frequently follow the administration
of anaesthesia. Leslie
M. Shaw, former Secretary of
the Treasury, came here and
testified as to Miss Irvine's character.
The jury was out an
hour and a half.
South Carolinian Killed in
Florida.
Batesburg special in the Co1nmbia
State: A dispatch received
here today from Jacksonville,
Fla., brought the news of the
killing of Mr. E. A. Rawl about
4 o'clock this morning at a lum1
-
oer camp about 150 miles Irom
that city.
Details of the tradgedy are
lacking, but it is known that he
came to his deatn at the hands of
an employe of the camp name 1
Glover.
Mr. Rawl was a native of Hates
burg, having moved to Florida a
number o! years ago and engaged
in the lumber business. Lie had
been very successful and had acquired
large interests in the State
ot his adoption.
Famous Hotel on Lookout
Mountain Burned
Chattanooga, Tenn., Nov. 18
?Famous old Lookout Inn, on
the crest of Lookout mountain,
was burned to the ground this
atteruoon, together with all its
contents, and also four cottages
in proximity to the hotel. The
hotel owners. Messrs. J ung and
Shamotulski, stated that a deal
had just been consummated for
the sale of the Inn property for |j
a consideration of $185,000 and |
