Mill Stone Bursts and Kills

Lincolnton, Ga., special in the
Atlanta Journal : Thomas L.
Thurmond, a farmer of the Pansy
district, near this place, died
list night from wouuds received
in an unusual manner. Mr.
Thurmond was employed as miller
in the mill ol Hon. W. C.
Powell and had just started the
mill up for grinding, when the
upper mill stone suddenly burst
and a piece of it weighing over
half a tou struck Mr. Thurmond
and pinned him to the floor of
the mill.
The report of the breaking
rock was bo loud that it was
heard ior a long distance away
from the place ot happening and
several people who lived near
the mill rushed to the spot, and
assisted in getting the cap'ive
man from under the 6tone. lie
was rendered unconscious by the
blow and remained so for a long
time.
Medical assistance was hurited
from this place and an examination
of the wounds showed
that the left hip had been crushed,
severe injuries of an internal
nature of I he abdomen sustained,
the leg fractured and the spine
soverejy injured. Life remained
in the body of the unfortunate
man until earl> last night, when
lie died.

Doctor Found Dead in His
Buggy.

(/. L Hamby, of Myers, a prominent.
and highly respected physician,
died in his buggy on the
camp yard in North VVilkeaboro
yesterday evening. Dr. Hamby
drank occasionally and vester<h*y
afternoon he received some
whiskey which he had ordered
from Kentucky ; with this he
presumably mixed some new
brandy, and the county physician.
Dr Myers, who field a
slight post mortem, is of the
opinion that tie died from the
effects of the overdose Dr.
Hamby was seen sitting in his
buggv by several, but no one
thought that, anything unusual
was the ma'ter. When about
7 :30 Mr. John Upchurch. the
constable, went around to look
after him and his horse, he found
t he man dead. Dr. Haraby,
while he drank occasionally, was
held in the highest esteem by
liis acquaintances. He enjoyed
a lucrative practice in his profession.

the first Monday in November, as prescribed

an amendment to the State Constitution,

A Joint Resolution Proposing to Amend
Section 7, Article VIII, of the Constitution.
Relating to Municipal Bonded In
debtedness.
Section 1. Beit reso'vedby the General
Assembly of the State of South Carolina,
That the following amendment to the Constitution
of the State of South Carolina be
submitted to the qualified electors of the
State at the next general election for Representatives.
and if a majority of the
electors qualified to vote for members of
the General Asstinbly voting thereon shad]
vote in favor of such amendment, and a I
majority of each branch of the General
Assembly shall, after such olectiou, and
before another, ratify said amendment by
yeas and nays, that Section 7, Article VIII,
relating to bonded indebtedness, bo
amended by adding at the end thereof the
following words: Piovided, That the limitations
lmposeti by this Section and by
Section 5, of Article X, of this Constitution,
shall not apply to bonded indebtedness
incurred by the town of Gaffney, in the
Couuty of Cherokee, when the proceeds of
said bonds are applied solely and exclusively
for the building, erectiug, establi h
ing, and maintenance of waterworks, electric
light plunts or sewerage system, and
where the question of incurring such indebtedness
is submitted to the qualified
electors of said municipality, as provided
in the constitution, upon the question of
bonded indebtedness.

A Joint Resolution Proposing to Amend |
Section 4 of .Article XIII of the Constitution
of the Mate of South Carolina.
Relating to the Office of Adjutant and
Inspector General.
Section 1. Re it resolved by the General
Assembly of the State of South Carolina,
That the following amendment to the Constitution
of the State of .south Caroli.ia,
be submitted to the qualified electors of
the State at the next general election for
Representatives, and if a majority of the
electors qualified to vote for members of
the General Assembly voting thereon,
shall vote in favor of said amendment,
and a majority of each branch of the General
Assembly shall after such election,
and before another, ratify the same amendment
by yeas and nays, Section 4 of Article
XIII of the Constitution of the State of
South Carolina, relating to "Militia,'' be
amended by striking out in the first line
the words "and Inspector"; so that the
said Section, as amended, shall read as
follows:
There shall be an Ajutnnt General elected
by the qualified electors of the State at
the same time, and in the same manner,
as other State officers, who shall rank as
Rrigadier General, and whose duties and
compensation shall be prescribed by law.
Sec '2. That question of adopting the
amendment proposed in the foregoing
Section shall be submitted to the electors
as follows: Those in favor of the amendment
shall deposit a ballot with the following
words plainly printed or written
thereon: "?'onstitutional Amendment to
Section 4 of Article XIII, Yes'*; and those
opposed to said amendment shall cast a
ballot with the following words plainly

Amendment to taction 4 of Article
XIII, No."

at 7 o'clock a. in. and closed at 4 o'clock

where they shall bo opened at 7 a. m and
closed at 6 p. m.
The Managers have the power to till a
vacancy, and if none of the Managers attend.
the citizens can appoint from among
the qualified voters, the Managers, who,
after being sworn, can conduct the election.
At the close of the election, the Managers
and Clerk must proceed publicly to
open me uatiot boxes and count the ballots
therein, and continue without adjournment
until the Bame is completed, and
make a statement of the result for each
office and sign the same. Within three
days thereafter, the Chairmau of the
Board, or some one designated by the
Board, must deliver to the Commissioners
of Election the poll list, the boxes containing
tho ballots and written statements
