Convincing a Road Knocker.
While Stimuli O. Lancaster,
a government good roadu expert,
was lecturing at Spokaue on im
proved highways, li ' said, according
to the Spokane Review :
There are some excuses made
for not having roads. While engaged
in the coustructim of the
roads in a certain community I
heard one day, while we were
sitting under the shade oi some
trees and talking with ihe m n
who were working on these
roads, one man say ho didn't
believe ill that 'hard road proposition
anyhow." And I knaw lie
was earning $38 a week in I he
construction ot this road, that
he was a poor man and had a!
small farm ami was earning
more than he could in any other
way, and L said to him :
" 'Smit h, what, is the matter?
Why are you against this proposition?"
4 He said, 'Mr. Lancaster, I
^ own a little farm, and I have
some wood on that larin and
during the winter months, when
I can't do anything else I haul
the wood to town. Now, you
build these roads and anybody
can get to town Ht any time of
the year, and everybody will be
hauling wood, and my wood
won't be worth so much."
"I didn't pursue the argument
there, I simply left. And the
next winter, when the roads
were real bad, I went out with
my camera to get some photographs
to illustrate something I
wauled to say about g< id roads,
and I met Smith with his team
and a load of wood coming into
town. He had on that wagon a
cord and a quarter with an ordinary
team of mules, and I began
to laugh when I saw the man
because I remembered his state
ment, and lie began to smile. I
said to him, 'Smith, how much
wood have you on thi-1 wagon?"
"He said, 'About a cord and a
quarter."
44 'And how much did yon
used to get for your wood?' I
asked him.
i4 'Three dollars,' he said.

on that road for three years in
one day's time, lor he was then
able to haul three loads a day
where before he was ab'e to
haul but. one.
"Roads can be built in almost
any community which will not
be a burden to that community.
In fact, I have seen it several
times over where the town had
issued bonds, sometimos large
sums, beloro the roads were
completed enough revenue had
come in the shape of investment
and the increased citizenship to
pay the increased taxes which
were mad" nec^ssarv on account
of I he bonds necessary for the
roads.

department to-day.
In the S'ate tliere are now a
total of 050 routes in operaiion
divided aiuoni; Hie seven Congressional
districts as follows:
First district, 27 ; second district,
50; third district, 135; fourth
district, 114; fifth dis'rict, 140 ;
sixth district, 73; sevcnth district,
100.
Each of the seven districts
mentioned has "several petitions
pending before the department,
which will be acted upon in the
near future. The whole number
from the State is 50.
For the United States there
are now 37,981 rural delivery
routes in operation, which are
served by 37,832 regular carriers.
All the routes are served every
week day except, 724, which have
tri-weekly service. The total
number of petitions for the service
which had reachevl the department
up to September 1, was
54,973, upon which 15,050 adverse
reports had been made.?
There are now 1,411 pet it ions for
establishment pending. 103 of
which have b^en favorably acted
upon and service ordered estab
