that were passed by the lute
Congress, on railroad rales, boot
inspection, and pure food, com
prise the most important legislation
in the recent history ot the
cou nlry.

or introduction into any State or
Territory or I he District of Columbia
of adultera'ed, mishranded,

drugs, medicines, or liquors and
imposes a penally for any violation
of the law. It provides for
making rules and regulations for
executing tho provisions of the
Act, requiring an examination ol
specimens of foods and drugs and
if the law he violated the offender
will be proceeded against without
delay in the Courts.
Adulterations?If drugs differ
from standards in strength, quali
ty or purity, which are fixed in
the National Formulary, they
will be held to be adulterated ?
Confectionery will be declared
adulterated if it contains any ingredient
or coloring matter dele
terious or detrimental to health.
Foods will be considered adulter
ated if containing any substance
injuriously affecting its quality
or strength.
Preservatives. Preservatives
may bo applied externally when
directions for their removal are
printed on the package.
Labels?Drugs or foods will be
deemed misbranded if falsely de
scribed by their labels. Drugs
in packages must hear a state
meut on the labels of the ouanti

ty or proportion of alcohol, morphine,
opium, cocaine, or heroin
alpha or beta cocaine, chloroform,
canabis indica, chloral hydrate,
or any derivative thereof.
The word "compound," "imita
tion," or '-blend" must appear on
mixed liquors and only harmless
coloring or flavoring ingredients
can be used. False labelling of
foods or drugs imported into the
United Sta'es will prevent their
admission.
RAILROAD RATKS.
General ^Provisions?The railroad
rate bill requires all Inter
State carriers to make through
routes and reasonable joint rates.
It makes oil pipe line companies,
express companies and sleeping
car companies common carriers
and subject to the law. Railways
are forbidden from engaging
in any other business than
transportation. I'ipe lines are
excluded from this prohibition.
Private Cars ? While permitting
railways to use private
freight cars, i' requires thai all
incidental charge arising from
refrigerating and other services i

passed," and if not, will be tagged
"inspected and condemned,"
and in the lat ler case must be destroyed
in the presence of the
Government inspector.
Second Inspection?After this
first inspection another inspection
of carcasses or parts ol carcasses
may be had to see it the
meat has become unfit for human
lood since the lirst inspection.
Third Inspection?An inspec
tion must also be made of all
meat food products, and Ibis in
spection will folio v.* the product
into the can, po'., canvas, or other
receptacle into which t l>o same
is put until the same is sealed.
Labels on Cans?Any meat or
meat food products put into can,
pot, canv ?ss or other receptacle
must have a label attached to it
under the supervision of a Gov-i
