PREPARING FOR WAR?WHAT DOES
IT MEAN ?
I he fact that the Tinted States
Government is making active
preparations tor war in the Orient,
presumably with China but
possibly with Japan, is causing
more or less uneasiness in this
country. The public has not been
taken into the confidence of the
administration and it is largely a
mat er of speculation, therefore,
as to what the sudden increase in

our armed force" in the Far E <st
really means One theory is thai
the government is playing a big
game of bluff, that it wants to
intimidate the Chinese and scare
them into abandoning their boycott
against American goods.?
Another is, that the admiuistra
tion is but preparing to protect
Americans and American interests
in China iu the event ol a
revolution or insurrection that
appears imminent. It lias also
been suggested that the United
States is anticipating trouble
with Japan, growing out of the
commeroial rivalry of the two
countries in China. Hut whatever
the cause of Uncle Sam's
warlike preparations, it is having

a disquieting eneci in uusiuesr
circles just now.
Ignorant Legislators.
We have thought for a long
time that a man should not be
allowed to become a member ol
the legislature until he has
traveled around some over the
state and gained some knowledge
of the conditions in the
different sections of the common
wealth and formed some idea o'
the needs and wishes.
Here is a case in point that illustrates
what we mean.
The lower house of the gener
al assembly passed a bill the
other day prohibiting the ship
ment out of the state of shad.
The passage of 'his bill wa*
due to the blind ignorance ol
those members who voted lor it.
It was due to nothing else under
?he sun.
There is ju^t as much uood
reason for a law of this kind as
there would be tor a law to pr >
liibit the shipment of cotton out
of the state in order to j rotect
tin* mills, or to prevent the ship
ment of watermelons out of the
state because town lolk> and negroes
do not get as many

Fortunately there is reason tc
believe that there is more intelligence
in. the senate than
there is in the lower hoti-e, and
there is hope that the hill %\i? 1

i'he unfortunate thing is that
those people who are trying tc
develop the li iiing industry on
ilie coast ol the state are liable
co eel discour.-nreil and abandon
their ell rts in disgust.
Senator Tillman said something
the other day about the
present legislator:! being coinposed
of "drift wood.*' We
thought at the time that this
was rather severe, but when we
sbp the legislature deliberately
trying to kill an imp* riant in
dustry we are not at le to say
anything in its deleave.
We renew the original sug
gestion :
