the social security program
has g r o w n phenomenally,
both in coverage, beneficiary
categories, and the amount of
benefit payments. Starting as
a letiremcnt program for the
protection of the aged wage
earner, it has now become a
f a m i 1 y insurance program
protecting not only the wage
earner, but the self-employed
as well, in old-age, in total
disability, and the family in
case of the worker's death.
In 1937 the social security
lax ran* was i percent oy employees
and 1 percent by employers.
This low tax rate
was adequate under the restricted
retirement provisions
of the original Act and sufficient
to maintain a self-supporting
program.
The self-supporting principle
in social security program
financing has been sustained
through the years by periodically
increasing social security
tax rates to take care of
higher benefit payments, extended
coverage, and other
program improvements.
As is true with any government
benefit. Social Security
benefits are not free gifts.
From the citizens come all
the funds for government
programs. Social Security is
really "required" insurance
for old age, disability, or family
care in case of the wageearner's
death.
The new increased social
security contribution rates
maintain the self-supporting
feature of the program and
by its actuarial soundness assures
future payments to all
eligible beneficiaries.

CHOCOLATE NUT FUDGE
If you don't have a lot of time
for cooking, and Olliolee Roselle
of Louisville, Ky.. traffic, says
she doesn't, you still can have
the fun of making something
easy, but delicious, for Christmas
drop-bv guests. This is Ollielee's
recipe for chocolate nut fudge.
She says it is easy to make and
really delicious:
3 oz. chocolate, cut fine
11 4 cups milk
14 teaspoon salt
3 cups sugar
3 tablespoons light corn syrup
1 4 cup margarine
3 4 teaspoon vanilla
1 cup nuts, cut in pieces
(English walnuts, black walnuts,
pecans, or other nuts)
Put chocolate in milk in saucepan
over low beat Stir constantly
until chocolate is melted, mixtun
very smooth. Add sugar,
salt, and corn syrup. Stir constantly
until sugar is dissolved,
mixture boils. Continue to boil
gently until a small amount of
mixture forms a ball in cold
water. Ileniove from heat. Add
margarine and vanilla. Cool to
lukewarm without stirring. Heat
until candy loses its shiny look
and a small amount dropped
from a spoon will hold its shape.
Quickly stir in nuts. Turn into
lightly greased x H" x 2" pan.
When candy is cold and firm, cut
into 1" squares. Yield: !!' squares
about '?" thick (about 2 lbs.).

you can take star-shaped cookies
of varying si/es. sprinkle with
sugar frosting and pile up into
tiny cookie Christmas trees for

yourself. To make colored sugars
for Christmas cookies, spread
granulated sugar over the bottom
of a pie plate. Sprinkle with few
drops of red or green food coloring.
Blend. Add coloring till

PECAN CHOCOLATE LOAF CAKE
2 cups sifted flour
2l 2 teaspoons baking powder
1 2 teaspoon salt
2/3 cup margarine
1 cup sugar
3 eggs
2/3 cup milk
1 teaspoon vanilla
1 6-ounce package (1 cup)
semi-sweet finely chopped
chocolate morsels
1 2 cup pecans, finely chopped
Sift toether f 1 mi r. link inn
powder, and salt Set aside sifted
ingredients. Blend together margarine
and sugar. Add four mixture
alternately with milk and
vanilla. Add chocolate morsels
and pecans. Pour into greased
loaf pan 10" x 5" x It". Bake at
.'150 F. for one hour and ten
minutes. Decorate hot loaf with
candied cherries, angelica, and
almonds.
