' stamps under a plan announced to- ' night by Secretary McAdoo for the * nation-wide* certificates sales cam- ' paign which he will inaugurate on 1 Monday, December 3, with the assist- * ance of the War-Savings Committee ' which he has created, consisting of t Frank A. Vanderlip, of New York, c chairman; Mrs. Geo. Bass, of Chicago, s Frederic Deleno of Chicago, Henry e l ord or Detroit, Eugene Meyer, Jr., of New York and Charles I J. Bainc of t Boston. c Any person may invest amounts as a small as 25 cents at a time at post- \ offices, hanks or trust companies, at v r. ost railroad stations, stores and fac- 1 tories and at many other public places t vhere accredited persons will act as t authorized selling agents. After the c sales begin the certificates may he c purchased at any time. At the aver- r age 1918 selling price such invest- c ments in certificates will yield 4% f interest compounded quarterly. Those obligations of the United States will be evidenced by stamps of wo denominations?a War Savings Stamp costing from $4.12 to $4.2.1 acording to the month in which purhased and having a maturity value { $0.00, and a Thrift Stamp costing !5 cipnts. During December, 1017, and Januiry, 1018, War-Savings Stamps will >e sold for $4.12 each. At the beginling of each of the succeeding months if 1018, starting February 1, the cost if a stamp will increase one cent per nonth. All War Savings stamps isiued during 1018 will mature on Janlary 1, 1921, when they will be releemed at $5.00 each. The difference between the purhase price paid at any time during [918, and $5.00, represents the interest the government will pay the holder. With the first War-Savings Stamp jought the purchaser will obtain vithout expense a War-Savings Oerificate containing spaces for twenty ;uch stamps. If the twenty spaces ire filled during December, 1017, or lanuary, 1018, the cost to the pur haser will have been $4.12 for each itamp or $82.40 for the tilled certiorate and on January 1, 1021, the government will redeem the eertifi ate at $100.00, pivinp the holder a let profit of $17.00 for the use of his noney.
