The Rub Has Come.
When we look back about fifteen
years it brings to remember ance
former things. Many,
changes have come over us since
B. R. Tillman was first elected
Governor of South Carolina and ;
the cry went up from all, for
reform. The question conies to
us now have we made the reform
that was expected? 11' so.
will some one tell us in what
way? In state or county?
We will first begin at home
in our own county that we may

First, the wealth of the county
is twic? as much today is it was
then, and for taxes we pay as
many mills on a dollar assessed,
as we did then; this gives twice
the amount of money to meet
the expenses that we had then.
At that time we had near fifty
thousand outstanding Kail Road
bonds that we were collecting

we are paying as many mills on

now so I have been informed.
Who can tell the improvements
that have come that necessitated
their expenditure and tell
when, if ever, there will be an
end, or will the increase of
expense still grow faster than
increase of wealth? If so we
to ho poor. No doubt mariV will
say that we arc living at a fast
ago, that wo arc in a day of
progress. This 1 will admit:
but, suppose that in the next
fifteen years the business runs
on as in the last fifteen, will it
not lie a hard rub for the people
to moot the expense of taxations
Suppose the assessment on Real
Instate should be raised to the
actual value, or selling price, as
the Comptroller General is advocating,
could the farmer make
enough to pay his tax? It is
hard for many now and it would
he a good way to hring land
down. Not many would want
much, only a small home. It
is the love of home that causes
land to sell higher than other
property according to the assess

Then the increase of taxable
property in the state has went
about the same as in ourcountv
and still State levy ^oes up with
a income and License tax that
has been added which raises a
l^ood sum of money.
Annually we are called upon
for larger appropriations for
state schools for higher educa

now with such, but when
the stopping plare will eome I
cannot tell. Those in charge
get just what they ask for and
so with the man in olTire he
wants the salary raised, and
when yon raise one all the rest
will hallo. So all things move
along in this way hut now the
ruh has come.

meet the heavy expense that all
