the state of South Carolina, be submitted to the
qualified electors of the state at the nextgene
ral election for Representatives, and if it nmijor
ity of the electors qualified to vote for members
of the General A ssembly voting thercon, shill
vote in tavor of said amuendment, and aimajori
tyof each branch of the General Assembly shall
after such election, and before another, ratify
tho.same amendment by yeasand nays,-section 4

There shall be separate and diltact ballots
.and boxes at this election for the following
officers, to-wit.: (I) Governor and Lieutenant
Governor; (t) Other Sate Ollicers; (3) State
Senator: (4) Memoors of House of'Representa
lives; (5) County -Officers. On which shall be
the name --r namps of the person or persons
voted for as such bilicers, respectively, and the
4,iice for which they arp voted.
Before the hour fixed ior opening the poll
Managers and Clerks must take and subscribe
the ;onttitutional oath.. The chairman of the
floard of Managerscan administer the oath to
the other metmbers and to the tierk: a Notary
Public muust administer the omith to the Chair
man. The Manaigbrs elect their Chairmanamd
< Irk.
Polls at each voting place must be opened at
7 o'ciock a. in. and closed it 4 o'clock p, m.,
except in the city of Charkeston, where they
.satill be opened it 7 a. mi. and closed at 6 p. m.
The Managers have the powerto fill a vacancy
and if.none of the Managers attend, the citi
"ns can appoint from among the qualified
votere, the Managers, who. after being sworn,
can cofiduct the election.
At the close of the election, the Managers and
'lerk must l,roceed publicly to open the ballot
boxes and cou-.t the ballot's therein, and coin
tinue without adjournment until the same is
completed, and iake a statement of the result
for each ollice and sign the same. Within
three days thereafter, the Chairman of the
Board or some one designated by the board,

the poll list, the boxes containing al ballots
and writtei statements of the results of the
election.

The only thing Mr. Taft has
said In the pcmsent campaign is
that Mr. Bryan's election would
cause panics and business par
alysis. This Is not original with
Taft. The same thing as said
in 1896 and 1900, and though
Bryan was not elected in either
of these years, the panic and
business depression came, not,
however, because of Brya,but
because of Republican rule.
