O DRIVING UNDER THE
INFLUENCE, SIMPLE
POSSESSION OF MARIJUANA,
DISORDERLY CONDUCT,
OPEN CONTAINER, DRIVING
TOO FAST FOR CONDITIONS,
GERVAIS AND PULASKI
STREETS. Reporting officer
J. A. Henry saw a brown
Chevy Tahoe squealing tires
and speeding at the comer of
Gervais and Pickens streets.
Henry, who was on foot at the
time, called on the radio for
any officer in area to look out
for the car. Taylor saw the
vehicle travelling west on
Gervais street and pulled it
over at the comer of Gervais
and Pulaski streets. The
driver, Carl Rye, and Joseph
Tinnel smelled like alcohol,
and they had slurred speech
and bloodshot eyes. Rye
could not say his alphabet
and told the officer he was
not doing any more sobriety
tests. Rye requested that the
officer go ahead and take him
to jail because he had a good
lawyer. Rye was handcuffed
and searched, and police
found a bag in his pocket that
appeared to contain
marijuana. Rye was arrested
and taken to Richland
County Detention Center.
Tinnel became loud and
boisterous after he got out of
the car and was questioned
by officers. He was arrested
for disorderly conduct and
taken to RCDC.
Q SIMPLE POSSESSION OF
MARIJUANA, 1520 DEVINE
ST. Reporting officer D. Hare
responded to a complaint of a
smell of marijuana coming
from Nichole Mechado’s
room. The residents gave
consent to search the
room. While searching,
Hare found a plastic bag
containing what was
thought to be marijuana
and a pipe with residue in
Mechado’s desk drawer.
Mechado, who was sitting
at the desk at the time, was
arrested.

magistrate court that handled do
mestic-violence cases.
“We wanted to see, did the
courts do what they were sup
posed to do and if they were fair
and just,” Gover said.
Their findings showed that the
rearrest rates of defendants tried
through the criminal domestic
violence court dropped by 40 per
cent.
“The defendants tried in this
court had a different experience
... and their needs should be spec
ified,” Gover said.
One way was through a treat
ment program, whether for anger
management or for drug and al
cohol rehabilitation. The patient
would enter the program for a to
tal of 26 weeks, paying $20 a week
totaling $520.
“What I must stress is that if
they were to not complete the
program, they could be arrested
and sent back to jail,” Gover
said.
They also found that the over
all monthly arrests for domestic
violence increased by 10 percent
after the court was implemented.
“Law enforcement pursued ar
rest more vigorously and had con
fidence in the court,” MacDonald
said.
