Budget CONTINUED FROM PAGE 1 Board of Economic Advisors Chairman John Rainey de scribed the state’s financial sit uation as the “perfect storm.” He said it’s a mix of a sagging economy tied with internation al tensions surrounding the United State’s likelihood of war with Iraq. “That’s what we’re facing right now,” Rainey said. Rainey’s board said the lower revenue includes $50 million in other financial problems facing the state, such as the Department of Corrections is expected to run a deficit of about $20 million. Also, there are more than $25 million in open-ended obliga tions, including the state LIFE and Palmetto college scholar ships that have to be paid by the end of the year. The higher ex penses for the scholarships come from changes the legislature ap proved last year. The cuts saddle agencies with huge decreases in spending, in cluding: ♦ the Education Department will have to cut $68.7 million, mostly out of local school district budgets; ♦ the Health and Human Services Department, which ad ministers the state’s Medicaid program, must slice $25 million; ♦ and the University of South Carolina Columbia campus has to cut $6.4 million, while Clemson University has to cut $1.1 million. State colleges and universities in the past have responded to budget cuts by raising tuition. Clemson President Jim Barker has said he would not raise tu ition until he has exhausted other ways to save money. Comments on this story?E-mail gamecockudesk@hotmail.com Library CONTINUED FROM PAGE 1 Now this library offers a rare collection of South Carolina arti facts and history, categorized into manuscripts, books, political col lections and university archives. “It’s a very unique collection of materials, ’’said Robin Copp, head of the books division. “There’s none like it any place in the world. ” USCAN lists about 3 million items for South Caroliniana Library, and the number is con tinuously growing. Some notable acquisitions of the library include the papers of General William C. Westmoreland; the Civil War di ary of Mary Boykin Chesnut; at lases made by Robert Mills; letters from the Civil War, World War I, and World War II; and holiday greeting cards sent to statesmen who lpter donated them to the li brary. This year’s collection of cards came from Lindsey Graham. Students, staff and researchers worldwide come to the South Caroliniana Library. “The South Caroliniana Library has been called one of the top three repositories for Southern historical collections in the United States,” West said. “There are a lot of significant works on Southern history that have drawn from our collections.” These significant works include “Mary Chesnut’s Civil War,” by C. Vann Woodward, which won a Pulitzer Prize in 1982. The library was based mainly on plans by federal architect Robert Mills. The building, front ed by white Doric columns, is built with handmade bricks. The second-floor reading room is mod eled after Charles Bulfinch’s de sign for the original Library of Congress. Students use the light, high ceilinged reading room for quiet study. Others, such as graduate student Renee Ballard, have their own research to do. “I’m coming here to look at The State newspaper,” paid Ballard, who is studying historic preservation and researching the history of the Army National Guard in South Carolina. “I like the variety of sources that they have.” Whether a student, staff, a re searcher or just a visitor, some people end up with quite an affini ty for the resource-rich place. Copp said that J. Rion McKissick, who was instrumen tal in preserving the South Caroliniana Library, “loved the library so much that he was buried in front.
