USC-Lancaster interim
dean made permanent
John Catalano was named dean
of USC'Lancaster this week.
Catalano, interim dean since last
August, has been a USCL faculty
member since 1982 and will official
ly take office on April 1.
‘Tam pleased that John Catalano
has agreed to become the dean of
USCL,” USC President John Palms
said. “His experience at USCL, in

the faculty and as an able member
of the administration, ensure that
faculty, staff and students have a sol

of the campus and the direction in
which it should go.”
Catalano has won the institution’s
Distinguished Teaching Award three
times and the Governor’s Distin
guished Professor Award twice. He
served as chairman of the U§C Re

Wednesday afternoon to dis
cuss provisions and problems
within the VCM recommen
dation. Under the current sys
tem, state-appropriated funds,
tuition and fees go to the cen
tral administration. Research
accounts and contracts go to
the units that generate them,
with indirect costs split be
tween units and the general
fund.
“The responsibility center
is the college,” Odom told the
committee. “Student tuition
and fees go directly to the col
lege that generates those tu
ition and fees. State appropri
ations go to the central ad
ministration, and through
conversations with schools
ana aeans, we wouia appro
priate that money where it is
most needed.”
Odom said'the new system
would place a lot of account
ability on the dean but would
“allow him to plan because he
has a good idea of what the
revenue will be.”
But VCM has raised some
concerns. These include the
duplication of courses, alien
ation of colleges, and over
allocation of tuition to
schools with larger influ
ence, like the College of Lib
eral Arts.
Odom announced that, if ac
cepted, VCM would be imple
mented “on paper” alongside
the current management sys
tem. This would allow the ad
ministration to keep track of
“each budget system and how
that college would fare... what
its budget would be under
Value-Centered Management
and see what kind of differ
ences that we would have to
- take into account.”
Recent reports from the
student and faculty senates op
posed VCM and citied the un
certainties surrounding its im
plementation.
“This (VCM) is a vehicle to
get us where we want to be,”
Board of Trustees Chairman
Mack Whittle said. “Imple
mentation of it and the plan of
implementation will take
some time.”
Rob Wilcox, Faculty Senate
president, was also at the
meeting to voice the faculty’s
concerns. “Everybody worries
that they will be the change,”
he said. “Because of that, we
have unnecessary morale
problems.”
But Wilcox said: “The SDI
report said there are some
things we can do better, and
Value-Centered Management
is a tool we can use to get bet
ter. What is going to be on that
list?”
Wilcox said that while the
faculty isn’t as opposed to
change as much as people
think, they are concerned
about “change simply for the
concern of change, in part be
cause there are some things
that are not broken.”
“We don’t want to throw out
the good just to do something
different,” he said.
Trustee Herbert Adams
said that every presidential
candidate interviewed so far
has been informed of the SDI
recommendations. “Every
candidate that we have
talked to that has seen the
SDI report has been very pos
itive,” he said. “Most of them
have done similar things. I
think it is an attractive
thing.”
VCM is used at many major
research universities, includ
ing Indiana University, the
University of Southern Cali
fornia and the University of
Michigan.

Violence postpones
Mideast truce talks
BY KARIN LAUB
THE ASSOCIATED PRESS
JERUSALEM — A former Pales
tinian policeman blew himself up
in the heart of Jerusalem’s shop
ping district Thursday, killing
three Israelis, wounding more
than 60 people and prompting Is
rael to call off a a round of U.S.
brokered truce talks.
The A1 Aqsa Brigades, a mili
tia linked to Palestinian leader
Yasser Arafat’s Fatah faction,
claimed responsibility for the
bombing, which came a day af
ter an Islamic militant set off ex
plosions on a crowded bus in
northern Israel, killing himself
and seven others.
In Washington, the Bush ad
ministration said it is taking
steps to declare the A1 Aqsa group
a terror organization. Secretary
of State Colin Powell called
Arafat and demanded that he de
nounce the bombing, spokesman
Philip Reeker said. Later, Powell
called Israeli Prime Minister
Ariel Sharon, the state depart
ment said. Sharon’s office said
Powell expressed condolences.
In a rare step, Arafat person
ally condemned the bombing
and promised to take immediate
steps to prevent such attacks.
But President Bush said he
was “disappointed” by Arafat’s
response to calls for an end to at
tacks on Israel. “We’ve set some
strong conditions,” Bush said.
“We expect Mr. Arafat to meet
those conditions.”
Thursday night’s scheduled
talks between Israeli and Pales
tinian security officials were
called off — by Israel, the Pales
tinians said—and it was not clear
whether the meeting would re
sume.
U.S. truce negotiator Antho
ny Zinni met with Israeli Prime
Minister Ariel Sharon and se
nior Cabinet ministers late
Thursday in an apparent effort
to rescue his mission.
In a veiled warning that retal
iation might be forthcoming, a
statement from Sharon’s office
said, “Israel cannot continue for
long a unilateral effort” to en
force a cease-fire. The statement
said Arafat “is solely responsible
for the murderous terrorism.”
