State revenues lag
expectations again
COLUMBIA (AP) - Another
round of state budget cuts may
be on the way.
House Ways and Means
Committee Chairman Bobby
Harrell, R-Charleston, said
Tuesday that he’s seen prelimi
nary figures from the Board of
Economic Advisors and the
news isn’t good.
“It looks like the numbers
may not have improved like we
anticipated,” Harrell said.
Harrell is one of the five mem
bers of the State Budget and
Control Board that would receive
the economic board’s report and
decide whether to cut state
agency spending for the second
time this fiscal year. Agencies
dealt with two cuts during the fis
cal year that ended in June 2001.
Agencies weathered a 1 per
cent cut last May and then a 4
percent cut in October after the
Board of Economic Advisors
lowered revenue estimates by
$310 million. That revised esti
mate forced the state to deplete a
rainy day fund.

Worker pleads guilty
to spying for Cuba
WASHINGTON (AP) - A U.S.
intelligence analyst who re
vealed the identities of four un
dercover agents to Cuban offi
cials pleaded guilty Tuesday to
espionage. She could spend 25
years in federal prison.
Anh Belen Montes, 45, was
spying for Cuba from the time
she started work at the Defense
Intelligence Agency in 1985 until
her arrest on Sept. 21, prosecu
tors say.
By that time, she was a senior
intelligence analyst and had used
short-wave radio and coded pager
messages to give Cuba U.S. secrets
so sensitive they could not be fully
described in court documents.
Roscoe Howard Jr., U.S. attor
ney for the District of Columbia,
said law enforcement officials did
not know whether any of the in
formation Montes transmitted to
Cuba was shared with other coun
tries. However, the Sept. 11 attacks
on New York and Washington
heightened the need to "get her off
the streets,” and influenced the
timing of her arrest, he said.

Sharon: Arafat may
travel to summit
JERUSALEM (AP) — Prime
Minister Ariel Sharon said
Tuesday that Yasser Arafat will
be free to travel to an Arab sum
mit next week if the Palestinian
leader agrees to a cease-fire, but
hinted Arafat may not be al
lowed back if the violence per
sists while he is gone.
In another incentive for a
truce, Vice President Dick
Cheney said he would meet
Arafat if it is achieved. It would
be Arafat’s highest-level contact
with the Bush administration.
Both sides said a truce to halt
18 months of Palestinian-Israeli
violence could be declared after
a crucial meeting of security
commanders set for Wednesday.
The Palestinian Cabinet said
late Tuesday that it is prepared to
implement a cease-fire “according
to a time table agreed on by both
sides, without any delay.” The
statement complained that
“troops are still surrounding the
Palestinian territories with a tight
siege and continuous aggression
against the Palestinian people.”
