House fails to override
redistricting veto
COLUMBIA, S.C. (AP) -
House Republicans fell six votes
short of overriding Democratic
Gov. Jim Hodges’ veto of
redistricting plans for seats in
the State House and the U.S.
House. Observers say it now
looks like the courts will have to
draw the lines.
House Speaker David Wilkins
said he would huddle with
Hodges and Democratic leaders
about salvaging the plan after
the 73-46 vote, but there are no
hopes for reviving a redistricting
plan in the Senate.
Hodges vetoed the plan
Friday, saying it improperly
reduced black voter influence
around the state.
Hodges said the House
Republican-backed plan
increased to 78 the number of
districts with 75 percent or more
white voting-age residents.
That’s 10 more districts than the
last time the lines were redrawn
in 1990, Hodges said.
Lottery ad bidders
focus on diversity
COLUMBIA, S.C. (AP) - Most
of the seven companies wanting
the plum contract to sell South
Carolinians on buying lottery
tickets have found ways to
include minority business
partners in their bid proposals.
While the lottery law doesn’t
provide for consideration of
minority participation in the
advertising work, the lottery
commission is encouraging that
from prospective bidders.
It’s told advertisers when
requesting bids that it
“encourages the utilization of
small, minority-owned, and
women-owned business,” and
said it would require bidders to
explain how they would do that.
That push comes as minority
business participation in state
contracts has fallen.
The Governor’s Office of Small
and Minority Business
Assistance says minority
business participation fell 16
percent between 1999 and 2000.
State estimates show about
$28 million was spent with those
businesses during 2000, but the
number might be lower. The
state includes women-owned
businesses in its estimates of
minority-owned businesses.
The bid also gives preference
to companies that have South
Carolina ties.

Man killed in N.C.
shark attack
RALEIGH, N.C. (AP)-A
Russian man was killed by a
shark as he and his girlfriend
swam in shallow waters near the
North Carolina shore. It was the
latest in a rising tide of shark
attacks and the second deadly
one of the weekend. The woman
was alert and remained in
critical but stable condition
following the Monday attack
near the Outer Banks, Sandra
Miller, spokeswoman for
Sentara Norfolk General
Hospital in Virginia, said
Tuesday morning.
The attack, the first off North
Carolina's coast in more than 40
years, came less than two days
after a shark killed a 10-year-old
boy near Virginia Beach, about
135 miles up the shore. The
couple from the Washington,
D.C., area were swimming near a
sandbar 20 to 40 feet off the Cape
Hatteras National Seashore
when the shark struck.
Witness Gary Harkin, 33, of
Columbus, Ohio, said the man
was alert upon reaching the
shore but was badly mauled. “He
was still talking when he came
out of the water,” Harkin told
The Virginian-Pilot. Harkin said
he tried to put a tourniquet on
the man’s leg with his long

Richards, administered CPR. “I
did have a pulse on him twice,
but I lost him,” she said.
Harkin said it appeared that
the man had lost a leg and a
finger. The woman lost her left
foot and was bitten on her left
hip and left wrist, he said. Both
also had injuries in the groin
area, Harkin said.
The woman was airlifted to
the Sentara Hospital with
substantial wounds to her lower
torso. A hospital spokeswoman
said the woman arrived at the
hospital at 7:40 p.m. Monday. She
underwent surgery and was in
the trauma intensive care unit
Tuesday morning. “I think,
barring any unforeseen
complications such as infection,
we'll be able to get her on the
road to recovery,” said Dr.
Jeffrey Rihlet, a trauma surgeon.
The attack was believed to be
the first off the North Carolina
coast this year. The last reported
fatal shark attack in North
Carolina waters came in 1957,
according to the International
Shark Attack File in Gainesville,
Fla.
Motorola develops
faster, cheaper chip
SCHAUMBURG, ILL. (AP) -
Motorola Inc. has developed a
computer chip 35 times faster
than today's models that will cut
the cost of manufacturing
electronics such as cell phones
and DVD players, the company
said Tuesday. The
semiconductor combines
inexpensive silicon with gallium
arsenide, a more expensive
material that can transmit
signals at much higher speeds,
according to Motorola.
“We've opened the door on a
whole new world,” said Dennis
Roberson, chief technology
officer of Motorola.
Bible blocks bullet,
saves teen’s life
NORTH FORT MYERS, FLA. (AP) -
Police say a mother shot two of
her sons, killing the 6-year-old
and inflicting minor injuries on
his 16-year-old brother, whose
Bible absorbed the shotgun blast.
Leslie Ann Wallace, 39, was
shot and seriously wounded later
Sunday by Lee County Sheriffs
deputies after she fired at them,
officials said. She was in serious
condition early Monday after
undergoing surgery, according to
a hospital supervisor. Authorities
said they hadn’t found a motive
for the shootings. “We're still
sorting through things,” sheriffs
Deputy Larry King said. “The rest
of the circumstances aren't real
clear yet.”
Authorities said Wallace
fatally shot her 6-year-old son,
James, as he watched television
at their home Sunday. Police say
she then drove to the New Wine
Ministries Church and fired at
her son, Kenneth, as he stood
outside. The blast, fired at close
range, struck Kenneth Wallace's
Bible and the overcoat he was
carrying, police said. He suffered
minor scratches on his arm.
Authorities said that after the
shootings, Leslie Wallace drove
to a local pizzeria, where her 19
year-old son, Gregory, was
working. Deputies followed
Leslie Wallace out of the
restaurant and pulled her over.
They shot her after she fired at
them, police said.

officials worked to salvage the
world racism conference
Tuesday after the United States
and Israel walked out over Arab
efforts to condemn Israel.

that they would leave if language
in a proposed final declaration
and program of action singled
Israel out for criticism. When
Arab delegations rejected a
Norwegian compromise Monday,
they decided to go home, accusing
Arab nations of using the
conference as a platform to
criticize the Jewish state.
U.N. High Commissioner for
Human Rights Mary Robinson
said Tuesday that the conference
appeared to be getting back on
track, with all references to the
Israeli-Palestinian conflict
temporarily removed from the
document while substitute
language was being sought.
Work to cut off Kursk’s
front section begins
MOSCOW (AP) - Preparations
for raising the sunken Kursk
nuclear submarine entered a
decisive phase Tuesday, with a
Dutch consortium beginning to
cut off the mangled front section
from the rest of the ship.
Northern Fleet chief of staff
Adm. Mikhail Motsak said the
remote-controlled underwater
saw had already cut more than 3
feet of the submarine’s outer hull
early Tuesday and was
continuing to work.
Mammoet is raising the Kursk
in a joint venture with another
Dutch company, Smit
International, under a contract
with the Russian government
estimated to be worth about $65
million.
The salvage operation has
faced delays, but officials are still
sticking to the original Sept. 15
target date for raising the
submarine to the surface.

Holtz hopes others will follow
his lead in giving to the endow
ment, and has made a call for oth
ers to join him.
“One thing I want everyone to
take away from here today is that
we can’t do it alone,” Holtz said.
“We need help to build this en
dowment for the betterment of fu
ture students.”

athletics and academics work
