Capstone. The responding officer
went to the incident location to inves
tigate a screaming woman. The officer
made contact with the victim and got a
description of the
subject for re
sponding units. The
officer located the
suspect in the area
behind Andy’s
Deli. The officer
detained the sus
pect and trans
ported him to the
incident location.
The victim identi
fied the suspect and
provided a state
ment along witn otner witnesses, me
suspect was transported to the Richland
County Department of Corrections. An
investigator and a pathologist were no
tified and found that the suspect had as
saulted the victim.
• March 24, disorderly conduct, trespass
after notice. Legare. The responding of
ficer investigated a disturbance call at
the Legare residence hall. The officer
found the suspect standing outside Legare,
trying to make contact with the build
ing’s occupants. Upon questioning the
subject, the officer detected a strong odor
of an alcoholic beverage about the
subject’s person. Dispatch informed the
officer that the subject had been given
a previous trespass notice. The officer
placed the subject under arrest for
trespassing after notice. After the arrest,
the subject became belligerent with the
officer. The officer charged the subject
with disorderly conduct.
• March 22, driving under the influence,
no registration in possession, no proof
of insurance. Sumter and Wheat streets.

a high rate of speed
and nearly strike the

officer activated the
patrol car’s blue
lights, and the sus
pect drove into the
oncoming traffic
lane and made a lett onto wneat street.
The suspect drove down the middle of
the road and stopped in the loading dock
of South Quad. The officer detected a
very strong aroma of alcohol on the dri
ver. He was very unsteady on his feet,
and his speech was slurred. The driver
had a small scratch on his elbow and the
passenger had small abrasions on his face.
The driver said he was injured while
wrestling with his fraternity brothers,
and the passenger said he was injured in
a fight in Five Points. Neither of the sub
jects would provide further information
about their injuries, and both refused fur
ther medical assistance. The vehicle was
towed to the city garage. The passenger
was transported to the USC Police De
partment and was then transported home
by a friend. The driver was taken to the
Forest Acres Police Department, where
he refused a datamaster test.

two parties,” Siewert said.
Clinton’s message also will apply to
the controversy arising from Bush’s pri
mary-season visit to Bob Jones Universi
ty. Bush came under fire for failing to crit
icize the university ’s racial policies and
anti-Catholic statements on its Web site.
At the time, the conservative Chris
tian school banned interracial dating.
Oklahoma Republican Rep. J.C. Watts,
chairman of the House Republican Con
ference, said he supports removing the
flag from the Statehouse, but it remains a
matter for South Carolina’s elected lead
ers to decide.
“All I ask for is consistency,” Watts,
who is black, said Tuesday. “If you ’re go
ing to ask Governor George Bush why he
won’t get involved in South Carolina’s
business, then ask [South Carolina] De
mocratic Governor Jim Hodges why it
still flies over the state capitol.”
Hodges has called for the flag to be
moved from the dome to a monument to
Confederate general and former Gov. Whde
Hampton on the Statehouse grounds. On
ly the South Carolina Legislature can take
the flag down.
Bush says condoms
not exempt from tax

Austin, Texas — Gov. George W.
Bush has met a tax cut he doesn’t like.
A new law that takes effect Saturday
will allow Texans to buy condoms tax
free.
The tax break is part of a larger pack
age, passed last year by the Legislature and
signed by Bush, which exempts most over
the-counter medicine from sales taxes.
Consumers are expected to save as much
as $160 million under the measure.
The governor pushed for the tax breaks
during his 1998 re-election campaign. But
he said at the time that he didn’t want con
doms included in the package.
“Governor Bush never wanted con
doms to be exempt from sales tax,” said
Mike Jones, a Bush spokesman. “This pro
vision was just one part of a larger pack
age of tax cuts that are clearly good for
the people of Texas.”
According to Comptroller Carole Kee
ton Rylander, the state’s chief tax collec
tor, the new law says that any product clas
sified under federal guidelines as a drug or
medicine, or any product that prevents
disease, must be included in the tax break.
Condoms are on that list.
“It’s not a matter of interpretation.
It’s a matter of law,” Rylander said.
