Snowfall
by Brad Walters
News Editor
The Columbia area awoke Wednesday
to more than an inch of snow, giving
many USC students a reason to get
out of bed early.
USC classes weren't canceled, but
students who woke up to the sight of
snow took advantage of the wintry
weather. By 7 a.m., the Horseshoe was
peppered with students having snowball
fights, making snow angels and admiring
the blanket of white.
The weather was anything but beautiful
to those who had to commute to
early classes, though. Around 8 a.m.,
inbound traffic was backed up on 1-26
to the Ballentine exit 15 miles from
downtown as snow continued to fall.
SG approves
budget for
1999-2000
school year
by Brandon Larrabee
Staff Writer
A $60,000 budget and a pledge to
recognize "the dignity of all persons, regardless
of their race" were easily passed
Wednesday in the student senate.
The budget, which divided up
$62,928 among 50 organizations during
the 1999-2000 school year, is "more
equitable" than last year's budget, according
to Senate Finance Committee
Chairman Timothy Clardy.
Sen. Patrick Gearman opposed the
budget because funding for the

ttouna i aDie naming society was cut
in half. Gearman, a member of the
group, proposed an amendment, which
failed, that would have added $700 to
the society's budget. The money would
have come from the new club funds,
which total $6,162.
Gearman said the change was warranted
because the group has grown
from 10 paid members to 115.
"This is a system where you're rewarding
clubs that don't even exist over
clubs that have increased their membership
base by 1,000 percent," Gearman
said after the meeting. "I mean,
something's wrong here."
But Clardy said organizations
had a chance to appeal.
"We did have the appeals process
last night," Clardy said.
The senate also passed a resolution
similar to the Birmingham Pledge,
which promotes racial harmony.
The resolution, which passed unanimously,
said that the senate recognizes
"that there is much room for improvement
in racial harmony at the University
of South Carolina" and that the
senate "stands firm with its Southern
scholastic contemporaries in turning
away from the prejudices of the past."
Rules Committee Chairman
Jonathan Sharpe said a copy would be
sent to the presidents of all SEC student
governments.
"I was pleased that senate passed
this resolution because of the strong
message it sends to the student body
of this university and to our sister
schools in the SEC," Sharpe said in a
written statement.
"When it comes to issues of race, we
are here, we are serious and we are listening."
The senate also agreed to vote next
week on a bill proposed by Sen. Teddy
Elgarico that would require the Student
Services Committee to "decide
what and how to respond to each inquiry"
sent to SG's e-mail address.
And the senate tabled a bill concerning
the student body president's

necessary. Some senators opposed a
provision in the bill that would require
the president to appoint a Cabinet replacement
within three weeks. The senate
will vote on the bill next week.
Senate absences Wednesday included
Nolan Boseman, Sharon Carroway,
Arnold Dormer, Alison Elko and
Wendie Walls.

Senior English major Catherine
Shuler agrees that Davis' message is an
important one for all people. "Davis is
a very powerful speaker and a key figure
in both women's and civil rights.
Her message is even more important at
this point in time with the closing of
Black History Month and the beginning
of Women's History month," Shuler said.
Davis has written five books and is
currently working on a comparative
study of women's imprisonment in the
US, the Netherlands, and Cuba.
The lecture was sponsored in part
by USC's Women's Studies Conference,
"Women's Studies on the Move: Envisioning
the Future." The conference is
a celebration of 25 years of Women's
Studies at USC. '
