Sandy Strick, of USC's College
of Applied Professions, admits
to The State that wine tasters don't
swallow anyway, although, despite
this fact, those under 21 aren't allowed
to know the joys of wine
tasting as long as USC has something
to say about it.
The passage of this bill wisely
acknowledges that cooks must be
able to taste the ingredients they
use, yet it still protects against
the dangers of inebriation. This
law provides new freedoms because
it allows underage cooking
students to taste the ingredients
they use, but it also requires

When a college
football player wins the Heisman,
it means as much to the fans as
it does to the player. Last year,
when Ifennessee quarterback Peyton
Manning was passed over for
the award, the entire state of Ten
nessee was in an uproar, while
Michigan fans gloated about having
won their second Heisman of
the decade.
So when George Rogers won
the Heisman Trophy in 1980, he
was the hero of Gamecock fans
everywhere. lb honor the man and

We ought to examine what we accept
as a society already and then think
about what we do next. The medical
community will adapt. Removing the
euthanasia taboo will not invite a ireefor-all
in our hospitals heartily supported
by the insurance companies. It
will give people - doctors and patients
- the right to navigate their own moral
straits and do so within the law.

don't have an incentive to spend
efficiently. Their duty is only to spend.
They don't actually have to produce results.
As long as they spend all their
money, they appear to need it.
And face it, we really don't have
much of an idea what the government
does with our money. Has anyone chart
ed the drastic change in budget of the
Emergency Pest Suppression Fund?
The government is so huge and there
are so many agencies that the meager
$3,107,505 budget of the Department
of Forestry is a pittance.
We need more efficient spending.
A drastic, yet highly effective way to
get higher efficiency would be to keep
the money ourselves and decide where
it should go. I can support the Opera
House, and you can support carrot farming.
At least then, channeling agencies
and recipients would be accountable for
their actions, as they would have to
show us results to woo our funds.
Whoever wrote grant proposals
for the Opera House was certainly
craftv. Who knew onera could eet fund
ing from the Forestry Service and the
USDA? Now if only I can get the Department
of Energy to fund my senior
thesis...
