Video poker
GOVERNOR
continued from page 1 i
Nicholas Pizzuti, president of USC's <
Young Republicans, agrees.
"Everyone knows how Beasley '<
stands on the issue. The video poker in- 1
dustry has turned the election into a :
campaign about video poker because
it's backing Hodges and the whole Democratic
campaign," he said.
"It is a legitimate concern to look at
any special interest group that may influence
an election by contributing money,"
Charlie Tyer, professor of public
relations, said.
American Amusement, the state's
fourth largest video poker distributor
with more than 800 machines, has already
contributed the maximum $3,500
to a pro-Hodges group.
Collins Entertainment, another large
video poker distributor, has been linked
to billboards and commercials attacking
Beasle/s public record.
George Shelton, the press secretary
for Democratic candidate Jim Hodges,
was unavailable for comment.
The Democratic Party, however,
charges that Beasley has been a friend
to the video poker industry by allowing
it to grow unregulated during his term.
According to the South Carolina Department
of Revenue, video poker has
grown more than 40 percent in the last
year into a $2.1 billion a year industry.

contribute,
South Carolina currently ranks third
in the nation for the number of gambling
devices. Nevada and New Jersey
are first and second, respectively.
More than 30,000 poker machines
are in operation across the state, with
the average machine profiting by
$22,000 in 1997.
In the 1994 gubernatorial election,
Beasley accepted contributions from
the gambling industry to fuel his
campaign.
In the opening days of the 1998 Legislature,
however, Beasley proposed
banning video poker as part of a new
budget plan.
A ban on video poker means
South Carolina would lose $60 million
a year in licensing fees on video
poker machines. <
Beasley argued that making gambling
part of the budget would make
the state dependent on revenue from
the industry.
"If the state government were to
gain revenue from video poker machines
through taxes or by other means, the
General Assembly would be made to
depend on gambling revenues for the
budget. This would give the gambling
industry a significant amount of influence
over the government," computer
science freshman Jeff Mobley said.
The ban was approved in April by
the Republican majority of the House
but was stopped by the Democratic majority
of the Senate.

s to Hodges
Hodges supports holding a referendum
on video poker. He proposes that tl
if the people want to keep it, then the s
industry's growth should be restricted, t
tougher regulations should be enacted
and a tax should be imposed on all video h
poker revenues to use for education or C
tax cuts. c
"I agree with video poker whole- u
heartedly. I think ifs a good way to raise 1<
money for the school system," international
studies freshman Jim MacBride fi
said. n
"It's not our place to legislate
what people who [use these ma- o
chines] do with their money. I mean, s
they shouldn't do it, but ifs their right,"
he said. d
Tyer said, "If ifs going to be here,
it should be regulated." v
Mobley said, "Video poker, like most n
forms of gambling, gives a false hope of c
instant economic gain to those who participate
in it, primarily those who re- n
ally can't afford to be throwing money r
away." t
"It takes money that could be spent h
on food and clothes from families that
can't afford to be spending it on video v
poker. It could also lead to increases h
in crime and welfare rolls," Cavanaugh n
said.
"The only ones that benefit are those v
who own the machines," Robert Old- t

Randon Moss, a business major, saw
be effects of video poker every day this
ummer as manager of his grandfaher's
convenience store in Gaffney.
"There were some people who came
a every day to play. It's like a ritual.
)ne guy would come in, buy a cup of
oflfee, and sit at a machine from 8:30
intil 11:30 in the morning and then
jave," he said.
"Some people would cash their check
rom work and put it all in one of the
aachines."
A recent study found as many as
ne in five video poker players has
hown signs ot gambling addiction.
Video poker has been the subject of
ebate for years.
In 1994, all but 12 counties approved
ideo poker games, allowing busitesses
to freely operate video poker mahines
in the counties that approved.
In December 1997, South Caroliia
Attorney General Charlie Condon
uled that video poker payout constiate
a lottery and are illegal under state
aw.
This ruling was at odds with a preious
state Supreme Court ruling, which
ield that video poker is a game of skill,
Lot a lottery.
Further debate was sparked as to
whether beer and wine could be sold in
he vicinity of video poker machines
nd whether video poker establishments
ould pay out more than $125 per peron.
