Trustees have agreed to let the university's foundation, the fund-raising arm that seeks money, invest as much as 100 percent of the school's $34 million endowment. The state treasurer traditionally has handled those investments, but can guarantee only a relatively safe and usually small yield. A new state law allows schools to take a risk in hopes of making more money. Clemson's foundation hasn't yet approved the venture. The University of South Carolina voted in August to do roughly the same thing, except its foundation was asked to guarantee the school wouldn't lose money even if the stock market soured. If USC had been able to transfer its funds last year, it might have made several hundred thousand dollars more for scholarships, school President John Palms said. Clemson trustees, who sought no guaranteed return, said they would rely on their foundation's track record. The two universities are the only ones in the state to invest through their foundations. Smaller schools with less money to invest might do so hoping to avoid brokers' fees, said Jim Holly, chief of staff for the state treasurer. Last week, USC asked the treasurer's office to review the deal with its foundation. The treasurer's office has given the go-ahead, so USC has transferred several million to its foundation.
