"Florida is paying for something the

for," State University System Chancellor
Adam Herbert said.
Bright Futures costs $70 million this
year and is budgeted for $120 million
next year. Some estimates say it will cost
as much as $400 million four years from
now.
More than 40,000 students received
a Bright Futures award this year.
If the SAT standards had been at the
proposed level, 6,200 students would not
